General Description of the 2021 Road Resurfacing Program (HUD-CD): 2021 Road Resurfacing Program (HUD-CD) includes roadway milling and resurfacing and the replacement of ADA ramps, signage and striping on various roads throughout the City of Clifton. The project is paid for in part by federal CDBG funds. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap; and that to the greatest extent feasible, opportunities for training and employment be given lower income residents of the Passaic County and utilize businesses located in or owned by County residents. The benchmarks to be met are: Section 3 Workers: 25 percent or more of the total number of labor hours worked by all workers on a Section 3 Project. Targeted Section 3 Workers (persons residing in subsidized housing): 5 percent or more of the total number of labor hours worked by all workers on a Section 3 project. All bidders must submit documentary evident that outreach was made to Section 3, Minority and Women Business Enterprises (MBE/WBE) to perform as subcontractors on the job. Bidders shall comply with the requirements of the Equal Employment Opportunity/Affirmative Action as specified in N.J.S.A. 10:5-31 and N.J.A.C. 17:27 et seq. The work contemplated under this Contract shall be completed within 180 calendar days from the date of the execution of the Contract. The CONTRACTOR shall commence the work not later than 10 calendar days after the execution of the Contract.
