S6-1116.5TO#5 This project is included in the city Transportation Bond Program and will be jointly funded with the Cape Fear Public Utility Authority. This project includes approximately 900' of streetscaping improvements in the 200-300 blocks of N. Front Street including replacement of water, sewer and stormwater utilities and services, new pavement, curbing, sidewalks, lighting, landscaping, and furnishings. All firms submitting bids for the proposed work must be properly licensed under Chapter 87, N. C. General Statutes. The bidder's license number must appear on the outside of the envelope. In accordance with the City of Wilmington's Minority/Disadvantaged Business Policy, the bidder shall make good faith efforts, as defined by the Bid Specifications, to subcontract 14% of the dollar value of the prime contract to businesses which are at least 51% owned and controlled by minority, socially, and/or economically disadvantaged individuals (MBE/DBE's). A complete copy of the City of Wilmington's MBE/WBE policy is available for inspection at the Purchasing Manager Office. The North Front Streetscape project is a combination of water and sewer underground utility replacement and a complete streetscape demolition and replacement from building to building. The project is designed to upgrade utilities and drainage infrastructure while enhancing the street and sidewalk features. The project will provide upgrades to street furnishings such as new lighting, electrical service, cameras, and trees. The design includes re-built sidewalks with decorative brickwork and narrower intersections to better accommodate pedestrian activity. The project construction schedule will start at the Chestnut Street intersection extending north to Grace Street (phase 1), and then to Walnut Street (phase 2). This project intends to completely replace the 8-16 inch water mains and 6-8 inch sewer main, as well as services. Additionally, the stormwater system within the limits of construction will be extended and replaced. This underground work must be conducted around existing water, sewer, stormwater, gas, telephone duct banks, and any other private utilities while maintaining full service to over 35 customers. The utility and streetscape work is designed to occur in 3 stages with the initial shutdown of the entire street occurring at along the first block (Chestnut to Grace). During this time pedestrian access will be provided to and from the local businesses along the existing sidewalk. After the grading, initial paving, and utility improvements are made, the street will be opened to pedestrian traffic and the sidewalk work will commence. Once the sidewalk improvements and utility services are installed, pedestrian traffic will be moved back out to the new sidewalk location, and final paving and pavement marking can be implemented. This project is expected to start in January 2022 and last approximately six months or less
