Subject to conditions prescribed by the UC Davis Health (University), responses to the University or Design Builders prequalification documents for any subcontractor, including Design-Build, are sought from Proposers for the following Bid Package for the following Project: Hospital Bed Replacement Tower (RHT) UC DAVIS HEALTH Bid Package #RHT 02 Exterior Enclosure The University's primary objective in utilizing the Progressive Design-Build approach for the project is to bring the best available integrated design expertise and construction experience to this Project. The University and Design-Builder have determined that Proposers who submit proposals on this bid package must be prequalified and are subject to the prequalification and Request for Proposal process. Prequalified Proposers will be required to have the folloZing California contractors license(s): 08-44 Exterior Enclosure: C-17, Glazing Contractor This prequalification is for Phase 1 Preconstruction and Design Development Services, Phase 2 Construction Documents, and Phase 3 Construction. The successful Proposer will enter into a subcontract with the DesignBuilder for the project, and will assume the role of Design-Build subcontractor to provide both design, engineering and construction services. Construction includes the building of a Hospital Bed Replacement Tower (RHT). The RHT is a key piece of UC DaYis Health's strategy\ to achieves seismic safety\ compliance, additional services capacity\, and operational improvements. The RHT project is envisioned to comprise a minimum of +/-332 inpatient beds including ICU and medical/surgical, Acuity Adaptable ( ICU capable rooms), complex procedure rooms, and imaging and support services. The building option under consideration is approximately 907,000 BGSF of new space. The proposed site is located on the east end of the existing hospital, adjacent to the Pavilion that houses primarily surgery, ICUs, the burn unit, and the emergency department. The RHT will be connected to the Pavilion. Utilities for the RHT will be supplied from the Central Utilities Plant. Work in this bid package includes: Scope includes unitized curtainwall system inclusive of glass panels, metal panels and vertical fins. Mechanical levels 4 & 16 will require curtainwall system with louver components. Podium levels 1 +- 3 will include metal column covers, stone column covers, structural glass, and window wall. Door scope will include balanced double doors, balanced single doors and automatic sliding door units. Horizontal enclosure components will include metal panel soffits and metal panel canopies. A roof trellis at the West Wing is currently included and includes vertical aluminum columns and horizontal trellis components. Performance and visual mockups will be required. Design build approach Zill required drawing's Zith engineers stamp b\ a California registered strXctXral engineer. Trade partner will be the engineer of record. Smith Group will add their shop record stamp to the drawings which can then be submitted to OSHPD. All work included in this advertisement will be performed under the authority and jurisdiction of OSHPD. The RHT project has an overall Target Direct Work Cost of $975,000,000. Of that overall Target Cost, the total for each scope (in todays dollars) are: 1. Exterior Enclosure Target Cost for this Bid Package is: $99,000,000 Each Target Cost shall include: all costs for Phase 2 design engineering and preconstruction services; the Phase 3 construction services, if applicable, management costs (general conditions), the estimated Phase 3 construction costs as approved, and the proposed mark-up and fees on all of the approved Phase 3 construction costs (as proposed and estimated only). Proposers must submit and prequalify separately for each interested bid package. In the event a proposer decides to compete on award of combined bid packages, the proposer must prequalify for the sum of the respective bid packages being considered. The Project will require the Design- Builders team, including all design consultant's, Design-Build subcontractors, Design-Assist subcontractors, and other subcontractors working on the Project (Design-Build Team) to be co-located at the RHT Big Room for the duration of their respective phase of the work, when Public Health restrictions allow. Submit a completed Prequalification Questionnaire with the required attachments by September 24th, 2021 per instructions in questionnaire. The e[act dates, times, and location Zill be set forth in an 3AnnoXncement to Prequalified Proposers'. The University or Design-Builder reserves the right to reject any or all responses to the Prequalification Questionnaire and any or all proposals and to waive non-material irregularities in any response received. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Proposer may be required to show evidence of its equal employment opportunity policy. The successful Proposers and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Request for Proposal Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Proposal for, or engage in the performance of any portion of this Project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Prequalified Proposer shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law.
