As of 10/27/2021 this project is recommend to be awarded to Little Creek Construction in the amount of $1,350.719.50. Method of Bidding will be as follows: WATER MAIN EXTENSIONS TO ZANE TRACE ROAD, SOUTH COVE LANE, SOUTHERN ROAD, WEST UNION ROAD, SUNDALE ROAD, ZANE GREY ROAD, EAST WHEELING ROAD, FLAT LANE AND PEACH LANE: UNIT PRICE CONTRACT consisting of construction of approximately 80,485 linear feet of water main which includes 77,655 linear feet of 8-, 6-, 4-, and 3-inch PVC water main installed by open trench methods, 2,830 linear feet of 8-, 6-, 4- and 3-inch HDPE water main installed by horizontal directional drilling, 5 fire hydrants, 38 gate valves, 83 customer service connections and 3 customer services transfers to new main, a tie-in to the existing water distribution system and other appurtenances necessary to complete the work. OWNER will provide the water main pipe and customer service tubing for this Contract, available at the location designated by the OWNER. The Owner reserves the right to waive any informality or to reject any and all Bids. Each Bidder must submit with his Bid, security in the amount, form and subject to the conditions provided in the Instruction for Bidders. All work done under this contract shall be subject to all Federal Davis Bacon Wage rates and rules. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each Bidder must submit evidence of its experiences on projects of similar size and complexity. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, Contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. The Contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. The Contractor shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the Contractor to carry out these requirements is a material breech of this contract which may result in the termination of this contract or other legally available remedies. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Domestic iron and steel use requirements as specified in P.L. 113-76, "Consolidated Appropriations Act, 2014" apply to this project. See additional information titled United States Environmental Protection Agency Memorandum found under Document 00820 (Additional Articles) in the Contract Documents. No Bidder may withdraw his Bid within 60 days after the actual date of the opening thereof. The Muskingum County Commissioners reserve the right to reject any or all bids, to waive any informalities in the bids received, and to accept any bid or combination of bids which is deemed most favorable to the County at the time and under the conditions stipulated. The Commissioners further declare that they will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid. No single factor will control the Board's decision to award, and the Board reserves the right to exercise its full discretion. Bidder hereby agrees to commence work under this CONTRACT on or before a date specified in the NOTICE TO PROCEED and to fully complete the PROJECT within 300 consecutive calendar days Estimated Construction Period: 300 days; Beginning June 2021 & Completed May 2022 Each BID must be accompanied by a BID GUARANTY BOND payable to the OWNER for one hundred percent (100%) ofthe total amount ofthe Bid Contractor shall furnish a performance bond and a payment bond, each in an amount at least equal to the Contract Price The current negotiated goals for construction related activities are 1.3% ofall contracts toMBEs and 1.0% ofall contracts to WBEs.
