Project Location: Fairland Sports and Aquatics Complex- Replacement Tennis Bubble Facility, 13950 Old Gunpowder Road Laurel, MD 20707 The Fairland Sports and Aquatics Complex includes the Fairland Aquatics Center and the Fairland Athletic Center, both on Fairland Regional Park. The complex offers aquatics, gymnastics, tennis, and land fitness classes for youth and adults. The facility has several venues for rent and can accommodate groups of up to 50 people. The existing Tennis Bubble facility at Fairland Sports and Aquatics Complex is a public tennis establishment situated at 13950 Old Gunpowder Rd, West Laurel, MD 20707. The existing Tennis facility is a 40,800 sq.ft. venue. There are six (6) public tennis courts at this tennis facility. The facility provides private/semi-private tennis lessons, tennis classes, tennis league play, and developmental, and competitive youth tennis programs. The existing Tennis Bubble has outlived its useful life span expectancy. The existing pneumatic structure requires replacement with a new in-kind pneumatic structure. The project will also require upgrades to building systems. The Maryland National Capital Park and Planning Commission ("MNCPPC") (herein collectively described as "Owner") desires to contract with a Design/Build contractor for planning, design and construction for replacing the existing tennis bubble and systems with new pneumatic fabric structure, correct all roof drainage problems, provide a new mechanical system(s), and lighting system at Fairland Sports and Aquatics Complex - Replacement Tennis Bubble Facility, 13950 Old Gunpowder Road Laurel, MD 20707 (herein referred to as "Project"). M-NCPPC intends to enter into a Contract with the successful Offeror that will have specific contract provisions that may include: an initial Contract Cost Limit ("CCL") for all project costs (design and construction); fixed fees; Guaranteed Maximum Price (GMP) at sixtyfive percent (65%) construction documents or at another agreed upon time, "open book" contracting; design review process; and liquidated damages. This Project is a reimbursable of cost of the work plus fixed fees. It shall be an "open book" and auditable project where substantiation of sub-contractor bidding (three for each trade package) will be required during the Guaranteed Maximum Price negotiation as well as invoicing pursuant to the Management Administration Plan. The maximum value of this Project is Two Million Four Hundred Thousand Dollars ($2,400,000.00). See Part 3 - Scope of Services Project Description.
