State Contractors Class C-57 License is required. Construction estimate is $151,200. No bid may be withdrawn after the scheduled bid opening, or within sixty (60) days thereafter. The County reserves the right to reject any or all bids, to waive technical errors, discrepancies or informalities of a bid not affected by law, if to do so seems to best serve the public interest. All technical questions to be submitted to the Project Manager in writing via email at Marian.Michael@res.sbcounty.gov. The subject line of the email should include the project number, as found in the bid documents, along with the project name and RFI. All questions must be submitted no later than October 7, 2021 at 4:00 p.m. No questions will be answered within seventy-two hours of the bid opening. The work to be performed under this contract generally consists of furnishing equipment, materials, labor, and supervision required to drill and construct up to six (6) groundwater piezometers at up to four (4) locations in Chino, San Bernardino County, California. The final number and locations of piezometer installations will be selected by the San Bernardino County Real Estate Services and Project Management (County) and Tetra Tech, Inc. (Tetra Tech) with approval from permitting agencies. To the extent practical, drilling and staging locations will be selected by Tetra Tech and the County to allow ready access and minimal disruption of site activities and impacts to surrounding environmental conditions. The purpose of the piezometers is to monitor groundwater elevations within the riparian area. Figure 1 presents a site vicinity map, and Figure 2 shows the drilling/piezometer locations. Three (3) piezometer installation locations are within riparian areas on United States Army Corps of Engineers (USACE)-owned land approximately 1.5 miles southwest of Chino Airport, and one (1) optional location is on the City of Chino Hills property. Two locations will have dualcompletion piezometers installed (identified as PZ-05A/B and PZ-07A/B), and up to two locations will have a single-completion piezometer installed (identified as PZ-08 and optional piezometer PZ-06). A site plan showing the location of dual-completion piezometer cluster PZ05A/B, located between El Prado Road and Mountain Avenue on USACE-owned land used as El Prado Golf Course, is included as Figure 3. Site plans showing the locations of piezometers PZ-07A/B and PZ-08, located near Pine Avenue and Euclid Avenue on El Prado Golf Course, are included on Figures 4 and 5. Optional piezometer PZ-06 will be located on property owned by the City of Chino Hills off Fairfield Ranch Road (near Big League Dreams Chino Hills baseball park) as shown on Figure 6. For this task, drilling and piezometer installation will include the following general items: o Mobilize, including the ability to move drill rig freely from one location to the next; o Drill utilizing a CME-85 or equivalent hollow-stem auger (HSA) drill rig; Hand auger to 5 feet below ground surface (bgs) with a diameter equivalent to the maximum outer diameter of the drill casing in order to ensure clearance of underground utilities and other obstructions; o Collect soil samples using a 1.5-foot split-spoon sampler or a 5-foot core barrel; o Provide and install well casing and screen; o Install filter pack, transition sand, and bentonite aquifer isolation seal at depths as specified by the onsite geologist below the water table using the tremie method; o Construct piezometers with above-grade wellhead completions; o Transport investigation derived waste (IDW) to storage containers located at staging area(s), locations to be determined based on accessibility and permit approval; o Waste containerizing, profiling, manifesting, transportation, and disposal; o Decontaminate all drilling, sampling, and piezometer installation equipment; o Provide site security during drilling/piezometer installation; o Perform equipment cleanup, demobilization, and site restoration; o Provide materials and supplies for conducting piezometer development; o Prepare California Department of Water Resources (DWR) well completion reports. o Right-of-way (ROW) permit(s) will not be required to be obtained by the Contractor for any wells under this contract. o Right-of-entry (ROE) agreement(s) will be obtained by the County for work on USACE-owned and City of Chino Hills land and will not be required to be obtained by the Contractor under this contract.
