Renovation of a water / sewer project in Laceys Spring, Alabama. Completed plans call for the renovation of a water / sewer project.

Furnishing all labor, tools, specified materials and equipment, and for doing the work of constructing, according to the Drawings, Specifications, and Contract Documents for the Works or Improvements hereinafter described. No bids will be received after the time set forth hereinabove. The work of constructing the improvements will be let under one Contract, if an award should be made, and the Northeast Morgan County Water & Sewer Authority reserves the right to select the Bid considered to be in their best interest. The major items of work to be performed are to include the renovation of the existing Lacey's Spring Water Storage Tank (ground level, 40 feet height, 400,000 gallons capacity), including surface preparation, replacement of any appurtenances corroded beyond a useful life, application of interior and exterior prime coatings, intermediate coatings and finish coatings all as defined and described in the Specifications, and noted in the Inspection Report. Drawings, Specifications and Contract Documents are open to public review at the office of the Northeast Morgan County Water & Sewer Authority. Deposits by prime Contractor bidders are refundable less the cost of printing, reproduction, handling, and distribution, in the amount of $65, provided all documents are returned in reusable condition within ten (10) working days after bid opening. Bid documents for subcontractors, vendors or dealers may be obtained upon payment of the same deposit, to which a similar refund policy will apply. All refunds are due from the office of the Engineer within twenty (20) days after bid opening. All questions regarding the project Construction Drawings and Specifications shall be submitted in written form and e-mailed to the office of Gary L. Owen and Associates, Inc. at gowen@garylowen.com. Questions shall denote Northeast Morgan County - Lacey's Spring Water Storage Tank Renovation (A120021) and reference specific drawings or section numbers when applicable. Questions will not be accepted within 24 hours of the bid opening. No pre-qualification procedures are applicable for constructing the improvements described herein; however, by tendering a bid the person or firm that tenders such bid warrants that he/she has heretofore constructed similar improvements, and is therefore qualified to construct and complete the improvements in a responsible manner consistent with the Plans, Specifications and Contract Documents. The Contract award, if made, will be made to the low, responsive, responsible bidder as evidenced by: (1) a completed Proposal Form in accordance with the Instructions to Bidders and in accordance with stipulations in other sections of the Contract Documents; (2) no apparent unbalanced pricing for performance of the items of work (3) no special conditions or qualifications made by the Bidder; (4) no alternative bids or offerings for any items unless such alternative bids or offerings are requested in the Technical Specifications. The work of performing the improvements will be let under one Contract, and all materials and equipment shall be furnished and installed by the Contractor, unless specifically noted otherwise by the Contract Documents. All bids shall be held after the time for opening of bids has passed. The Owner reserves the right to hold the bids for a period of sixty (60) calendar days after the date of receipt of bids. The Owner reserves the right to reject any or all bids, to waive any informality in any bid, and to accept any bid considered to be advantageous to the Owner. The payee of such bond shall be Northeast Morgan County Water & Sewer Authority, Somerville, Alabama. The Bid Bond or cashier's check shall bear the same date as that set for receipt of bids, and such Bid Bond shall be executed by a Surety company authorized and qualified to make bond in the State of Alabama. Each Bond shall be countersigned by an agent of the Surety having residence in the State of Alabama, and is authorized and licensed to do business in the State of Alabama, and each Bond shall depict the complete address of said agent. The Contractor shall arrange and pay for all water, lights, power, sanitary facilities and telephone service used in his construction operations. The Contractor shall obtain and pay for all licenses and permits required by the State, County or City authorities regarding the segments of the work. The attention of bidders is called to the provisions of State Law Governing General Contractors, as set forth in Sections 34 8 1 to 34 8 24, inclusive, Code of Alabama 1975, as amended; and bidders shall be governed by said law insofar as it is applicable. It shall be illegal for the Owner to consider a bid from anyone who is not properly licensed under such code provisions. The Owner will not consider any bid unless the bidder produces evidence that he is properly licensed. Neither will the Owner enter into a Contract with a foreign corporation which is not qualified under State Law to do business in the State in which the site of the work is located. The attention of bidders not resident in the State of Alabama is called to the provisions of Alabama Law, Act No. 84 227, requiring every nonresident contractor, as defined in Section 39 2 14, Code of Alabama 1975, as amended, to register with the Department of Revenue prior to beginning work on a project, and to deposit with the Department of Revenue an amount, or approved corporate surety bond in lieu thereof, equal to five percent (5%) of the contract amount, such amount or bond to be held pending completion of the contract and the payment of taxes due the State and the governmental bodies. The attention of nonresident bidders is called to the provisions of Alabama Law, Section 39 3 5, Code of Alabama 1975, as amended, relating to preference to be given to resident contractors in Alabama over nonresident contractors in the award of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident contractor, and to the requirement that the bid documents tendered by any nonresident contractor must be accompanied by a written opinion of an attorney at law licensed to practice law in such nonresident contractor's state of domicile as to the preference, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts (sic). The bidder is advised that the above referenced act is subject to the opinion of the Attorney General of the State of Alabama.
