Site work, paving, outdoor lighting and new construction of a civil project in Rogers, Arkansas. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; for outdoor lighting for a road / highway; water / sewer project; for the construction of a bridge / tunnel; and bridge / tunnel.

The project consists of two plan sets. The Pauline Whitaker Parkway - Bellview Rd. (28th Place) (Bid Schedule 1) consists of the extension of S. JB Hunt Drive for approximately 1,700-ft. from west of Blossom Way Creek to the intersection with Bellview Road. The project also consists of construction of a 450-ft. bridge over Blossom Way Creek, stream channelization, water and sewer line relocations and improvements, and storm drainage systems. The JB Hunt Roundabout (Bid Schedule 2) consists of construction of a roundabout and roundabout approaches at Bellview Road and S JB Hunt Drive intersection and associated waterline relocations, storm drainage, street lighting, and landscaping. Bids will be received for a single prime contract. Bids shall be on a unit price basis as indicated in the Bid Form. The contractor shall enter unit prices for both Schedule 1 and Schedule 2. Failure to do so may render the bid unresponsive. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt. The City of Rogers hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. 'Buy America' provisions apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. Bids shall be accompanied by a certified check, bank money order, or a Bid Bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions, in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to the City of Rogers. The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bids must remain in effect for 120 days after the bid opening date. Within 120 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. The City of Rogers reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the City of Rogers, and to reject nonconforming, nonresponsive, or conditional bids.
