Work includes the furnishing of labor, materials, services and transportation, except as specifically excluded, which is required for the completion of the project. Bid Bond 10.00% Payment Bond 100.00% Performance Bond 100.00% Type of Award Lump Sum Located along six miles of Pacific coastline in northern San Diego County, Encinitas has an approximate population of 60,000 and is characterized by coastal beaches, cliffs, flat-topped coastal areas, steep mesa bluffs and rolling hills. The city was incorporated in 1986, drawing together the communities of New Encinitas, Old Encinitas, Cardiff-by-the-Sea, Olivenhain and Leucadia. It is the responsibility of Bidders to check the website regularly for information updates and Bid Clarifications, as well as any addenda. To submit a bid, a bidder must be registered with the City of Encinitas (City) as a vendor and download the contract documents from the City of Encinitas elctronically. To register as a vendor, go electronically, and then proceed to the "New Vendor Registration" link. All addenda will be available electronically. The City makes no representation regarding the accuracy of Contract Documents received from third party plan rooms and Contractor accepts bid documents from third parties at its own risk. The City will answer information requests on this project up to 5 p.m. (Pacific Time) on October 19, 2021. All questions regarding this project shall be submitted electronically. All project correspondence will be posted electronically. It is the responsibility of the Bidders to check the website regularly for information updates, clarifications, and addenda. Soliciting or requesting input from other City staff regarding this RFB is expressly forbidden and may be grounds for dismissal of bid. Generally, the work under this project consists of demolition of the existing exterior improvements, landscaping and irrigation, electrical and EV charging stations, signage, hardscaping, accessibility updates, parking, trenching and asphalt, concrete work, painting, and incidental related work. The work under this contract includes the furnishing of labor, materials, services, and transportation, except as specifically excluded, which is required for the completion of the project in accordance with the provisions of the Contract Documents. City Hall will remain operational during construction. Contractor shall be responsible for setting up barricades and barriers during construction. In order to meet the needs of the City, following are the minimum requirements for this engagement. Contractor mut have at the time of bid award a valid Class B State of California Contractor's License in good standing and must maintain said license in good standing throughout the course of the project. Certain specialty licenses may be required of certain work as set forth in the plans and specifications. Refer to Instructions to Bidders for licensing requirements. The Contractor is responsible to ensure that all proper licenses are maintained throughout the course of the project. No bid will be awarded to a Contractor who is not licensed in accordance with the provisions of chapter 9, Division 3 of the Business and Professions Code. This is a prevailing wage contract and prevailing wage rates for this locality and project as determined by the Director of Industrial Relations apply, pursuant to labor code section 1770, et. Seq. A schedule of prevailing wage rates is available for review at the California Department of Industrial Relations web site found on the internet at http://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. The successful bidder shall be required to pay at least the wage rates set forth in that schedule. Questions pertaining to State predetermined wage rates should be directed to the State department of Industrial Relations website at www.dir.gov. All questions relative to this project prior to the opening of bids, shall be submitted electronically. All project correspondence will be posted electronically. Please see section titled PRE-BID QUESTIONS in the RFB. The bidder shall not rely upon any representations made by City representatives in preparing its bid but shall rather rely solely upon the written contract documents and any other contract addenda issued prior to bid opening.
