Demolition, site work, paving and new construction of a bridge / tunnel in Clayton, North Carolina. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Pursuant to N.C. Statute Sec. 143-128.1(A), the Town of Clayton is soliciting proposals from qualified design-build teams interested in providing professional design-build services for replacement of three (3) pedestrian greenway bridges on the Clayton River Walk on the Neuse. Requests for clarification and questions to this RFQ must be received by the Town no later than 4:00 p.m. on 10/06/2021 for the submittal of written inquiries. The Town will not entertain any further questions after the due date. All questions related to this solicitation must be submitted in writing (via email) to Jonathan K. Jacobs, PE at jjacobs@townofclaytonnc.org. Deadline for written questions and clarifications on RFQ (jjacobs@townoflclaytonnc.org) 10/06/2021 Project Completion May 2023 At all times and project stages the Design-Builder shall act in the best interests of the Owner and use their best efforts to deliver the project in an expeditious and cost-effective manner consistent with the Owner's project requirements, time constraints and budget. The Design-Builder shall develop a contractually obligated overall project schedule and will be responsible for methods of construction, safety, scheduling and coordination of all construction work in addition to miscellaneous contracts required for completion of the project within its predetermined budget limits and schedule. The Owner expects all parties to this project to work closely together and deal appropriately with project conditions to finish the job successfully. A spirit of cooperation, collaboration and a commitment among professional design-build services providers to work in the best interests of the project is of utmost A preliminary scope of work for the Design-Builder includes but is not limited to: A. Pre-Planning, schedule and budget review. Pre-construction project planning including preliminary cost estimate. B. Perform alternative structure evaluation: Present best method of crossing at least location based on cost, constructability, and environmental impacts to Town staff for determination; C. Completion of any necessary field surveying, subsurface investigation, and geotechnical borings required for design; D. Completion of any environmental studies and procurement of all required environmental permits (e.g., USACE, NCDEQ) including no rise, if possible, or CLOMR/LOMR. E. Preparing all appropriate plans, specifications, and construction document based on Owner's criteria and to include: a. Clearing and grubbing plans, grading and drainage plans, sedimentation and erosion control plans, layout and staking plans, structure plans, greenway closure and signage plans, cross-sections and construction details; b. Construction Specifications including line items and bid quantities (no Federal or State Funds will be used for this project); c. Procurement of any applicable building permits; F. Development and refinement of cost estimates and project schedules; G. Construction administration and observation including, weekly site observations and regularly scheduled progress meetings with the Town; H. Construction a. Site work to include but not be limited to: i. Clearing and rough grading with excess dirt and material removed from the site. Tree protection and erosion control measures to be immediately put into place. ii. Existing bridge demolition and material removal from the site iii. Bank/stream stabilization (as required/permitted) iv. Construction of temporary access (as required/permitted) v. Preparation of subgrade and bridge/structure approaches vi. Removal and replacement of existing greenway asphalt (as required by construction) vii. Delivery, setup and installation of pre-fabricated bridge/alternative structure I. Project closeout, establishment of warranties, and guarantees. All materials, equipment, and workmanship are subject to a one-year guarantee against defects or deficiencies beginning on the day of acceptance by the Town; J. Provide certified record drawings (site, stormwater and public utilities) as well as electronic copies in both PDF and an approved editable format (.dwg). IV. Project Budget The Town anticipates spending approximately $850,000 on the greenway bridge replacements.
