KCSC desires that Disadvantaged Business Enterprises (DBE) have a maximum opportunity to participate in the performance of City contracts. The project has an overall DBE participation goal, and only firms that have been certified by the Missouri Regional Certification Committee (MRCC) and perform a Commercially Useful Function (CUF) are eligible to satisfy the DBE goal. The KCSC Quality Management Plan (QMP) and its associated implementing project procedures establish and document the quality management system and represent the quality planning for the various phases of the Streetcar Project in response to the technical and quality requirements of the Contract. The following site and project descriptions have been developed from information provided by HDR and site reconnaissance by TSi. The general project area is shown below: The Kansas City Streetcar Extension project is planned to include extending the existing streetcar alignment along Main Street from Crown Center to the University of Missouri - Kansas City (UMKC) in Kansas City, Missouri. The southernmost point of the alignment is near UMKC at the corner of Brookside Blvd. and East 51 st St. Along this southernmost portion of the alignment, three small retaining walls are planned to be constructed with total heights ranging from approximately five feet to eight feet. Global stability analysis is not required to be performed for retaining walls with heights of five feet or less, therefore global stability will only be performed for the two retaining walls in this region with approximate wall heights greater than five feet. TSi understands that electrical power for the streetcar will be through overhead lines attached to catenary poles (Overhead Contact System or OCS). The poles are planned to be supported by drilled shafts. The axial loads on the OCS poles are light with lateral loads typically being the critical condition. Near the proposed streetcar extension alignment, construction is planned to include a total of five structures for the Traction Power Substation (TPSS) locations. These structures are anticipated to bear on shallow foundations.
