Remodeling of a municipal facility in Dover, New Hampshire. Completed plans call for the remodel of a municipal facility.

The owner has selected Martini Northern as Design-Builder. A timeline for construction has not yet been established. You are cordially invited to submit a proposal for design-build services for the remodel of City Hall first floor restrooms in accordance with the attached specifications, terms and conditions. Prospective respondents are advised to read this information over carefully prior to submitting a proposal. The City of Dover reserves the right to waive any formality, informality, information and/or errors in the proposals submitted and the right to reject any or all proposals at its discretion and to accept the proposal which will be in the best interest of the City; or to purchase on the open market if it is considered in the best interest of the City to do so. Any questions or inquiries must be submitted in writing, and, in order to be considered, must be received by the Purchasing Agent (l.simmons@dover.nh.gov) no later than seven (7) calendar days before the Request for Proposals due date and time. Any changes to the Request for Proposals will be provided to all Proposers of record. Federal Labor Standards and Davis Bacon Wages apply to this project. Bonds Required for Projects over $125,000.00 A Bid Bond equal to 5% of the bid price must accompany the bid. Payment and performance bonds equal to 100% of the project will be required from the winning vendor. Please see Attachment A for bonding and insurance requirements. INTRODUCTION The City of Dover is seeking cost and qualifications proposals for architectural designs, remodeling cost estimates, and construction services for remodeling and updating the first floor men's and women's restrooms (two total) in City Hall located at 288 Central Avenue, Dover, NH. The City is looking to retain an architect/contractor team to design and remodel the restrooms to ensure compliance with the Americans for Disabilities Act, to coordinate the internal and external accesses, and to manage the remodeling/construction. The combined area was originally constructed in 1935 and is approximately 580 square feet. The restrooms were updated in 1987, and have had minor updates since that time. Funding for this project is available with CDBG (Community Development Block Grant) funds, therefore, all work must comply with Federal Labor Standards and Davis Bacon wages will apply. The applicable information regarding the laws and regulations are included in the bid packet. General information and specifications are as follows. PROJECT REQUIREMENTS This is a federally assisted project and is subject to Federal Labor Standards and Davis Bacon Wages. The following are anticipated tasks associated with this request; however, the design and plans shall be all encompassing, list all material manufacturers/models, and may include tasks other than listed here. 1. Provide a design for the restrooms (approximately 280 SF for the women's room and 300 SF for the men's room) which also includes coordinating internal and external access and providing remodeling cost estimates. The Contractor's professional architect shall design and prepare the construction plans for this project and schedule status meetings and completion walk-through: o Pre-design meeting o Submittal, 25% complete o Submittal, 75% complete o Submittal, 100 complete for construction o Building Inspector's inspection o Substantial Completion Walk-through and Generate Punch List o Completion Walk-through 2. Prepare a narrative explaining the design, as well as any plans or images to show the design created and costs associated with the project. 3. The design and construction should contain: a. Reutilization of the existing plumbing within walls. b. Updating the existing low flow toilets to have auto flush fixtures. c. Updating the existing sink fixtures to include automatic on/off. d. ADA improvements to walls, sinks and toilet areas as needed. e. Resolve any leaking pipes, and electrical issues. f. To the highest degree possible any historic elements of the building should be retained and reused (original doors, etc.). 4. Renovation may include the need to demolish existing non-load bearing walls, existing plumbing, tile and doors and casings. a. Any demolition needs to be removed and disposed of properly
