As of July 13, 2023 the project is awarded to Montgomery Technology Systems, LLC , awarded amount is $1,376,900.00 The work on the contract must be substantially complete within two-hundred forty consecutive calendar days after the written notice to proceed. The successful bidder will be required to comply with the PA Department of Labor and Industry, Prevailing Minimum Wage Predetermination (Act 422 of 1961, P.L. 987 amended), which shall be paid for each craft or classification of all workers needed to perform the contract during the term in which public work is performed, are made part of this specification. Bid Security shall be made payable to the County of Blair in the amount of ten (10) percent of the bid price and in the form of certified or bank check or an unaltered bid bond in the form provided in the Project Manual issued by an acceptable surety and executed by the bidder. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of the bids. At the request of the County or its designee, bidders shall be required to provide the original of the same check within seven (7) days of bid opening. Failure to provide the original check within the requested time frame may result in that bidder being disqualified. Contractor understands that this is a public works contract, and all rights to mechanics' or materialmen's liens are waived. Contractor will comply with the following laws: Steel Products Procurement Act of March 3, 1978, (P.L.6, No. 3, 1, 73 P.S. 1881 et, seq.); Trade Practices Act (71 P.S. 773.101 et, seq.); Public Works Contractor's Bond Law of 1967 (8 P.S. 191 et seq.) if the amount of the contract exceeds $5,000.00; and Public Works Employment Verification Act (43 P.S. 167.1) (Public Works Employment Verification Form must be submitted with the bid). The Blair County Commissioners reserve the right to reject any or all bids, to waive any informality, omissions, defects or irregularities in the bids, and to accept and award any contract which, in its judgment, is for the best interest of the Blair County Commissioners. The County of Blair may consider the qualifications and experience of the bidders and proposed subcontractors when evaluating bids. If the Contract is to be awarded, it will be awarded to the lowest responsive and responsible Bidder whose evaluation by the County of Blair indicates to the County of Blair that the award will be in the best interest of the project. CLARIFICATION DEADLINE 5/8/2023 4:00 PM The Work consists of the following: 1. Replacement of the existing video surveillance system with a new video surveillance system. This includes all video surveillance system equipment, wiring, 120V circuits, etc. that is required for a complete functioning system. 2. Replacement of the existing door control and card access system with a new Programmable Logic Controller (PLC) Door Control. This includes new door controls, touch screens, PLC's, etc. that is required for a complete functioning system. 3. Replacement of the existing security intercom and paging system. This includes new intercom system processors, zone controllers, paging system controllers, etc. that is required for a complete functioning system. 4. Replacement of the existing gate controllers. This includes new controllers, motors, monitoring equipment, etc. that is required for complete functioning systems.
