Borough Council intends to award a contract to the overall lowest responsible bidder, as determined by Borough Council to be in the best interest of the Borough of Hanover. GENERAL SCOPE OF WORK: 1. The Contractor shall be responsible to remove fully and completely the existing barn/shed roofing structure, properly disposing of all debris and materials. The Contractor shall then prepare and construct a new roofing system (to specifications noted below), complete and in place. Shop drawings shall be provided and approved by the Borough of Hanover before any fabrication (if applicable). The building shall comply with all State, Federal and local laws and ordinances. 2. The intended use of this building is to act as a cover over equipment and trailers to limit their exposure to the elements. 3. The successful Contractor shall be responsible for providing all required stamped / sealed engineered drawings of the proposed replacement roof system and specifications as may be required. An anti-collision affidavit is required for this Bid. The Contract will be subject to Pennsylvania Prevailing Wage rates as determined by the PA Department of Labor and Industry. A non-collusion affidavit is required for this Bid. A pre-bid meeting is not required for this project. Bids shall be submitted only on the enclosed Bid Form included in the Bidding Documents. While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete or make additions to the wording to any of the Bidding Documents, including the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a bid may be cause for rejection of the bid. Alterations by erasure or interlineations must be explained or noted in the bid over the signature of the Bidder. Any questions regarding the Bidding Documents shall be submitted as Requests for Interpretation. The Bidding Documents may only be modified by Addenda issued by the Borough prior to the Bid opening date. The Council of the Borough of Hanover reserves the rights to reject any or all bids; to waive any defects, errors, omissions, irregularities or informalities in a Bid or the Bid procedure; and to accept any Bid which it may deem to be for or in the best interest of the Borough of Hanover. All bids must be in a sealed envelope clearly marked "Bid for Borough of Hanover", bearing the name of the bidder and "Reconstruction of Lawrence Baker Sheppard Maintenance Shed Roof." If the Bid is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope with the notation "BID ENCLOSED" on the face of it.
