Site work for a civil project in Kirbyville, Texas. Completed plans call for site work for a water / sewer project.
This contract provides for the installation of new water lines at three (3) locations within the city limits of City of Kirbyville, Texas. The project will also provide for installation of new well pumping equipment at the Santa Fe well site and abandoning the existing artesian water well at the S. Elizabeth site. This contract includes, but is not limited to, the following: A. Water Line Installation US 96 and FM 82 Water Line Installation of approximately 602 linear feet of 8" AWWA C-900 PVC water line and 262 linear feet of 8" restrained-joint AWWA C-900 PVC waterline along US 96 and FM 82 including fittings, valves, flushout assemblies, air release valves, connections to existing water lines and abandoning existing lines in place, all in accordance with the plans and specifications. Herndon Avenue Water Line Installation of approximately 1,081 linear feet of 8" AWWA C-900 PVC water line and 150 linear feet of 8" HDPE DR-11 waterline along Herndon Avenue including short and long service lines, fittings, valves, flushout assemblies, air release valves, connections to existing water lines and abandoning existing lines in place, all in accordance with the plans and specifications. Santa Fe Well Site to S. Elizabeth Site Water Line Installation of approximately 1935 linear feet of 6" AWWA C-900 PVC water line and 313 linear feet of 6" restrained-joint AWWA C-900 PVC waterline from the Santa Fe well site to S. Elizabeth Site water line including, fittings, valves, flushout assemblies, air release valves, connections to existing water lines and abandoning existing lines in place, all in accordance with the plans and specifications. B. Santa Fe Site The Contractor shall provide all necessary labor, equipment, tools, materials, and all other related construction to Abandon in place approximately 90 linear feet of 6" water line by plugging with flowable grout. All in strict accordance with the plans and specifications. The Contractor shall clean the casing, screen and liner prior to installation of the new submersible well pump. All in strict accordance with the plans and specifications. Disconnect, remove and dispose of the existing well header piping. All in strict accordance with the plans and specifications. Disconnect and relocate the existing 6" flow meter to the South Elisabeth Well Site. Install one (1) new 350gpm/20hp submersible well pump in the existing artesian well complete in place, including connections, electrical and controls, start up, testing and appurtenances. All in strict accordance with the plans and specifications. Contractor shall make connections to the proposed 6" discharge piping. All in strict accordance with the plans and specifications. The contractor shall perform surface preparation and coating of the well header piping per Item 600. All in strict accordance with the plans and specifications. C. South Elizabeth Site Contractor shall remove and replace the existing single chlorination system inside the chlorine room with a dual chlorination system including connecting the chemical feed lines to the existing water line from the Post Office Well Site and the water line from the Santa Fe Well Site. All in accordance with plans and specifications. Contractor shall coordinate with the Owner on salvaging existing equipment. Contractor shall remove and relocate the existing 3" meter from the Post Office Well Site and install it at the South Elizabeth Site at the location shown on the plans, including installing a spool piece to fit in place of the meter at the Post Office Well Site. Installation of the 3" meter at the South Elizabeth Site shall include all excavation and backfill, fittings, spools, pipe supports, valves, ARV, surface preparation of the above ground piping, connections to the existing water lines, testing and sterilization. All in strict accordance with the plans and specifications. Contractor shall remove and relocate the existing 6" meter from the Santa Fe Well Site and install it at the South Elizabeth Site at the location shown on the plans. Installation of the 6" meter at the South Elizabeth Site shall include all excavation and backfill, fittings, spools, pipe supports, valves, ARV, surface preparation of the above ground piping, connections to the existing water lines, testing and sterilization. All in strict accordance with the plans and specifications. D. ADDITIVE BID ITEMS Elizabeth Well Plugging The Contractor shall provide all necessary labor, equipment, tools, materials, and all other related construction to perform well plugging and abandonment of an existing artesian groundwater well located at the intersection of E. Levert Street and S. Elizabeth Avenue. The well shall be plugged and abandoned by a Certified Well Driller in the State of Texas, in accordance with all state and federal regulations. Contractor shall furnish a completed report suitable for submission to the Texas Commission on Environmental Quality (TCEQ) for final approval of the well abandonment. The existing well (TCEQ Well # G1210002C) was constructed in 1913 with an approximate yield of 175 gpm (in 1942). The casing is 6" in diameter. The well is approximately 1490 feet deep. Copies of the original well data sheets are included, see attached. It shall be the responsibility of the contractors to carefully inspect the site and all pertinent components for the completion of the work. Contractor is made aware that existing mobile homes and residents and commercial development are in the immediate vicinity. Contractor to take care not to damage underground utilities. Contractor shall coordinate with the City of Kirbyville personnel prior to commencing work. All work is to be performed in strict accordance with the guidelines and procedures set forth within the Contract Specifications. This contract includes, but is not limited to, the following: Contractor to perform pre-TV inspection of well prior to plugging operation and sterilize well per TCEQ. Contractor shall plug and abandon the existing well by pressure filling with cementitious grout. Contractor shall remove all above ground piping, and the upper section of surface casing, and install fill material and grade site to match surrounding areas. Contractor shall dispose of all removed and excess materials from the site upon project completion. Santa Fe Well Site, Demolish and dispose of the existing 75,000-gallon riveted ground storage tank including all appurtenances, located at the intersection of S. Kaysee Avenue and E. Harris Street. The contractor shall also, demolish and dispose of the existing pump building, including dismantling, removing, and disposing of all above ground piping, pumping equipment, electrical equipment, controls, and appurtenances. The contractor shall coordinate with City on salvaging equipment. All in strict accordance with the plans and specifications. SPECIAL REQUIREMENTS Provide trench safety provisions for all excavations exceeding five feet in depth, according to Technical Specifications Item 2010. The City of Kirbyville will not supply electrical power for the Contractor's use. The Owner will operate all existing water valves as needed to conduct the work. Contractor shall be responsible of locating and protecting all existing utilities along the construction routes and sites. The Contractor shall provide warranty to the Owner for a period of one (1) year from the tanks and appurtenances date of final inspection and acceptance to the extent that he will repair any defects which may appear in the structure and/or coating due to faulty installation, painting or structural repairs. The contractor shall restore the construction routes and sites to their original condition of better upon completion of the work. Contractor shall coordinate work and contact Mr. John Cooper at 409-622-9248 prior to commencing work and to coordinate the work for the duration of the project. There will be NO pre-bid for this project. Bids are invited for several items and quantity of work as follows; Each proposal shall be accompanied by a bid guarantee of not less than 5% of total bid amount, as a guarantee that the bidder will enter into a contract and execute the required bonds within ten days after notice of award. At the option of the bidder, the guarantee may be one of the following: a. Cashier's check or certified check upon a national or state bank, payable to City of Kirbyville. b. Negotiable U.S. Government bonds (at par value). c. Bid bond from a surety company listed in the latest issue of U.S. Treasury Circular 570, such bid bond being within the maximum amount specified for such company in that publication. Bids without such guarantee will not be considered. Award of this contract will be made on the basis of the lowest responsive responsible bid. The right is reserved as the interest of the Owner may require, to reject any or all bids, and to waive any informality in bids received. The successful bidder must furnish Performance Bond and Payment Bond on the forms provided in the amount of one hundred percent (100%) of the total contract price from a Surety or other Sureties acceptable to the Owner. Since state approval is required for award of contract, the Owner reserves the right to award the contract at any time within sixty (60) days after bid opening. Award of this contract is contingent upon funds being released by the Texas Water Development Board. All questions shall be received through CIVCAST or in writing via email and addressed by Addendum. Questions will be received until October 11, 2021 at 5:00 PM, CST. Questions submitted after this time & date may not be answered. Attention is called to the fact that not less than the federally determined prevailing (DavisBacon) wage rate as contained in the contract documents must be paid on this project. For additional information on Davis-Bacon Wage Rate Requirements and its applicability to this contract, please consult TWDB Guidance No. DB-0156. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. This contract is subject to the EPA established Minority Business Enterprise (MBE)/Women's Business Enterprise (WBE) "fair share" goals: MBE: Construction: 19.44%; Supplies: 25.34%; Services: 20.41%; Goods/Equipment: 16.28% WBE: Construction: 9.17%; Supplies: 8.82 %; Services: 13.66%; Goods/Equipment: 11.45% TWDB document TWDB-0210 describes the requirements of this program. The prime contractor must submit the PRIME CONTRACTOR AFFIRMATIVE STEPS CERTIFICATION AND GOALS (TWDB-0217) with the bid to demonstrate the Prime Contractor's understanding and commitment to taking affirmative steps. Any contract or contracts awarded under this Notice to Bidders are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this NTB, or any resulting contract. This project is subject to the American Iron and Steel (AIS) requirements of 33 U.S.C13 88 for Clean Water State Revolving Fund projects or Public Law 114-113, Consolidated Appropriations Act, 2016, or subsequent appropriations acts, for Drinking Water State Revolving Fund projects. Any contract(s) awarded under this Notice to Bidders is/are subject to the American Iron and Steel (AIS) requirements of these laws.
