Site work and paving for a mixed-use development in Rialto, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and road / highway.

The Work comprises furnishing all materials, equipment, tools, labor and incidentals as required by the Specifications, and Contract Documents for the above stated project. The general items of work to be performed hereunder consist of installation of new, removal, repair and/or replacement of curbs, gutters, driveway approaches, sidewalks, curb ramps, alley intersections, and all associated work as identified along Palm Avenue, Orange Avenue, Rialto Avenue and Willow Avenue between the Metrolink Station (261 S. Palm Avenue) and the Rialto City Hall (150 S. Palm Avenue). (a) The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder, and reject all other bids, as it may best serve the interest of the City. If there are multiple and/or alternative Bid Schedules, Bidders are required to bid on all Bid Schedules. (b) Not Used (c) As a condition of award, the successful bidder will be required to submit payment and performance bonds and insurance. Each bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the total bid price payable to the City of Rialto. Payment Bond 100.00% Performance Bond 100.00% The Bidder shall guarantee the Total Bid Price for a period of 90 calendar days from the date of bid opening. Pursuant to Division 2, Part 7, Chapter 1 of the Labor Code of the State of California (including sections 1771 and 1773.2), the City has obtained from the Department of Industrial Relations of the State of California the general prevailing rate of per diem wages, and the general prevailing rate of holiday and overtime work in the locality in which the public work is to be performed for each craft, classification or type of workers needed to perform the Work, and they are on file in the office of the Public Works Director located at 246 S. Willow Ave., Rialto, CA 92376. The Contractor to whom the Contract is awarded, and its subcontractors, shall pay to all workers in the performance of the Work not less than the prevailing rate of wages needed to execute the contract. Copies of schedules of prevailing wage rates may be obtained on the California Department of Industrial Relations. Q&A Deadline 10/21/2021 3:00 PM (PDT) Estimated Bid Value Engineer's Estimate is $110000-$120000 Project Duration 15 Working Days This contract will be funded in whole or in part with federal housing and community development funds, Community Development Block Grant (CDBG) as administered by the U.S. Department of Housing and Urban Development (HUD). The Federal Labor Standards Provisions, including prevailing wage requirements of the Davis-Bacon and Related Acts will be enforced. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are included in the Contract. If there is any difference between the State or Federal wage rates, the Contractor and subcontractors shall pay not less than the higher of the two rates. The City will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question. This project is a public work in the State of California, funded in whole or in part with public funds. Therefore, the higher of the two applicable prevailing wage rates, federal or state, will be enforced. The Contractor's duty to pay State prevailing wages can be found under Labor Code Section 1770 et seq. Labor Code Sections 1775 and 1777.7 outline the penalties for failure to pay prevailing wages and to employ apprentices, including forfeitures and debarment. The State Wage Decision is on file at the City Clerk's office, and is also available electronically. This project is subject to the requirements of the U.S. Department of Housing and Urban Development Office of Davis-Bacon and Labor Standards Form HUD-4010 Federal Labor Standards Provisions. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
