Kent County Levy Court, Department of Administration is soliciting detailed proposals from qualified Professional Consulting Firms with expertise in formulation guidance, administration, program design and implementation, oversight, and compliance monitoring of Grant Programs utilizing federal funding distributed by the United States Treasury Department. Specifically, Kent County seeks a qualified firm to guide the formation and implementation of a strategic plan for Kent County, Delaware within the parameters of American Rescue Plan Act of 2021 (hereinafter "ARPA 2021") as set forth by the United States Treasury. Professional Services sought by the County include, but are not limited to: planning and administration of federally funded grant programs; identification of qualifying spending areas; visioning and establishment of priorities; plan design and implementation; design of application procedures, eligibility verification, and approval processes; compliance monitoring; accounting; and, federal ARPA 2021 reporting. Kent County reserves the right to negotiate and award a contract in the best interest of the County, to waive any informality or irregularity in proposals received, and to accept or reject any items or portions of any proposals, or may choose not to award a contract. The method of contractor selection has not been determined at this time.
