Renovation of a stadium in Hamburg, New York. Completed plans call for the renovation of a stadium.
As of June 15, 2023, an architect has been selected but no design has been released. Further details regarding design and construction have not been identified. A firm timeline for construction has not been established. The closed solicitation has been included below for reference. A detailed scope has not been released. All designs shall meet the latest NYS Building and Energy Codes. The Consultant will provide the following tasks: Task 1 - Interior Renovations Concept Plans a) Consultant shall meet with Recreation Department and Buildings & Grounds staff to discuss the various needs of the Arena. b) Consultant shall prepare and present to the Town a minimum of three concept plans for the renovation of the existing Arena space. This shall include consideration of the following: renovation of the lobby area to create a main entrance (at the existing secondary doorway) and a kiosk/front desk for the operation team, modification of the existing offices, pro-shop, and storage rooms to create more adequate space, and updating of existing locker rooms. c) Consultant shall evaluate the possible use of the vacant space on the west side of the rink area for additional uses, including snack bar (grill space and food fryer options for food preparation to be included in layout considerations), office/conference room space, girls' locker rooms, or an upper viewing area. The Consultant shall conduct any structural and code evaluations required in this area to determine if such a change is viable. d) Consultant shall provide preliminary budget estimates and construction timelines for any concept plans. Task 2 - Building Addition a) In conjunction with Task 1, Consultant shall evaluate the viability of an addition on the Arena that would meet the needs discussed with the Town and outlined above. There are two possible locations for the addition: the west side off the rink area and the south side of the SW corner (to match the existing addition footprint at the SE corner). b) Viable options for addition shall be shown on at least one of the Task 1 concept plans and preliminary costs and timelines shall be included. Task 3 - Mechanical Building Systems a) Consultant shall design the removal of ice rink rooftop exhaust fans and room dehumidifiers and new replacement dehumidification, ventilation, and cooling system for when ice is in use and cooling of ice rink area during summer months use. At Grade equipment locations are preferred. b) Consultant shall evaluate existing building HVAC systems and boiler heating system for all building areas including, but not limited to the open lobby area, restrooms, office, pro shop, and locker room spaces for upgrades and replacement to meet heating, cooling, and ventilation needs. Task 4 - Ice Rink Mechanical Systems a) Consultant shall evaluate the replacement of the existing ice rink compressor, chiller, and associated controls and exposed piping/mechanical systems Optional Task 4.1 a) Consultant shall present an optional additional cost for the preparation of a separate contract to bid this work. Prior to completion of the renovation plan for the building, the Town may make this decision based on costs and timelines for Arena operation and equipment lead times. Task 5 - Detailed Design a) Based on the direction of the Town after review of concept plans and mechanical evaluation, Consultant shall complete detailed design of the selected renovations and upgrades. This shall include all architectural, civil, structural, utility, electrical, mechanical needs, and recommended building updates. b) Consultant shall meet with the Town to review the design at the 60%, 90% and final stages of design and address any comments for final documents. c) Consultant shall provide Contract Documents and stamped Contract Drawings for public bid of the project. Contracts shall meet all requirements under municipal law. d) Consultant shall address any technical design questions during public bid period. Optional Task 6 - Construction Administration and Inspection a) Consultant shall provide full-time inspection services for the duration of construction. b) Consultant shall review shop drawings and address any questions/issues during construction. c) Consultant shall provide a monthly status report to the Town Board in writing. d) Consultant shall review and provide recommendation for payments to the Town on a monthly basis. e) This Task shall be presented on an hourly and/or monthly rate basis for the necessary staff as the final construction duration is unknown at this time. In addition, the Consultant will meet the following general responsibilities and obligations in accordance with the terms and conditions of the Contract. 1. Provide a project schedule with delivery milestone dates and monthly progress updates. 2. Prepare contract documents in accordance with Town standards and provide assistance during public bidding of design, as well as, recommendation for award. 3. Comply with all duties, obligations and responsibilities assigned to the Consultant under the Contract. 4. Submit timely requests for payment for services performed on standard Town vouchers on not less than a month basis. 5. Submit insurance certificates that meet the Town's standards for Vendor's and Professional Services (attached). The Town of Hamburg reserves the right to accept or reject any or all proposals, as it, in its sole discretion, deems appropriate.
