PURPOSE: The Southern Virginia Mental Health Institute (SVMHI), a 72 bed psychiatric facility of the Department of Behavioral Health and Developmental Services of the Commonwealth of Virginia, is in need of new no-climb fencing on facility grounds. 2. SCOPE OF SERVICES: 2.1 GENERAL REQUIREMENTS: This contract is for no-climb fencing installation at SVMHI as indicated herein, to include all necessary labor and materials. Award of this contract shall be made to the lowest responsible, responsive bidder based upon the TOTAL BASE BID indicated on Page 5 (Reference Section 5, page 5). 2.2 SPECIFIC REQUIREMENTS: Material Specifications: No-climb fencing shall adhere to the following specifications: 11 gauge mini-mesh, black vinyl coated, 3/8" mesh size. It shall match existing fencing construction consisting of ten (10) feet in height and shall also be installed on 2 ea. existing 5' gates. The fencing shall generally resemble the material depicted on Attachment #4 entitled "Fencing Type Depiction." Aluminum plates shall be installed at each end of the new fence and bolted to the existing building. Aluminum plates shall also be installed on both sides, and the middle, of each aforementioned gate. Existing posts and railing will be utilized and the existing fence shall be removed and disposed of by the awarded contractor. The bottom of the fence shall be fastened with two (2) 18" Grip Rebar Stakes with Loop (stake) between each line post. Each stake will be attached to the fence with a pre-approved fence wire tie and will be located approximately three (3) feet from each line post. Specification/Cut Sheets of proposed material to be utilized by bidders shall be included with the submitted bid package.
