DOH acts as the sole Owner for the purposes of this bid solicitation and for the purposes of the contract with the successful bidder. Only contractors having an establishment in Canada or, where an intergovernmental agreement is applicable, in a province covered by this agreement and holding, where applicable, an appropriate construction contractor's license, issued by the Régie des Quebec construction companies. The Regulation on contract management is an integral part of all tender documents with which bidders must comply. Tenderers are invited to read it and complete the Tenderer's Declaration (Annex 1) to attach it to their tender. Any breach of the mandatory measures provided for in this regulation may result in the penalties provided for in said contract, which may go as far as its termination and the fact of not being considered for a request for a price proposal other than public, for a period of five (5 years. Requirements Each bid must be accompanied by a bid bond issued in favor of "Destination Owl's Head" prepared according to the specifications mentioned in the Special Administrative Clauses. The tender must also be accompanied by all the other documents mentioned in the list of documents to be submitted with the tender. DOH reserves the right, at its sole and absolute discretion, to override minor informality if it considers it to be in the Client's interest to override it, which the tenderer accepts and assumes. In addition, DOH does not undertake to accept either the lowest or any of the bids received or to incur any costs or obligations of any kind to the bidder (s). Bid bond 10% is required.
