Radnor Township is soliciting bids for pedestrian improvements to the intersection of N. Wayne Avenue/West Ave/Station Road/Pennsylvania Ave/Poplar Avenue, including upgrades of pedestrian signal heads and push buttons, upgrades of existing ADA ramps, replacement of portions of existing sidewalks, emergency vehicle pre-emption, a video detection system and upgrade and relocation of the controller cabinet. Close of questions (via PennBid) Friday, November 5, 2021 4:00 PM EST Radnor Township reserves the right to add or delete portions of work based on budgetary constraints. The award date for this project is tentatively scheduled for Monday, November 22, 2021. Shop drawings may be submitted for approval after the Notice to Proceed. Construction may not start before Monday, January 10, 2022 and must be completed no later than Friday, April 8, 2022. The Township will not accept bids from any firm/corporation that are currently in litigation with the Township. This is a prevailing wage project. In the event of a delay to the project completion terms as per the Schedule for which Contractor is solely responsible, Contractor shall pay Liquidated Damages to Radnor Township at a rate of $880 per day of delay for every day after Friday, April 8, 2022. A bid security in the amount of ten percent (10%) of the total bid is required. Bid security shall be in the form of either a Bond issued by a corporate surety approved by the Secretary of Insurance to do business in the Commonwealth of Pennsylvania, or a certified check or an Irrevocable Letter of Credit issued by a bank licensed to do business in the Commonwealth of Pennsylvania. The Township Board of Commissioners reserves the right to waive any informalities and reject any or all proposals, or parts thereof, for any cause permitted by law, as it deems in the best interest of the Township. The standard under which bids will be evaluated and other bid requirements and instructions to bidders are included in the bid package. Clarification Deadline: 11/5/2021 4:00 PM A. During Working Hours The Contractor shall maintain a minimum of one-half of the existing paving width to provide maintenance of traffic in two directions at all locations. B. During Non-Working Hours The Contractor is required to maintain the full paving width as it existed prior to construction. C. The Contractor will be required to notify the Owner, Engineer, the Pennsylvania Department of Transportation, and the Police Department of the Township in which work is being performed ten (10) working days prior to the date he desires to restrict traffic in the streets, and one (1) working day notice prior to the completion of the work. D. Access must be maintained at all times to all properties, driveways and entrances, by the construction and maintenance of bridges across the trenches so that interference with the normal use of properties will be reduced to a minimum. E. The Contractor will be required to furnish, erect, and maintain traffic cones, barricades, flashing warning signal lights and directional signs, of the types approved by the Engineer, to restrict the movement of traffic within the project limits and to clearly indicate in advance all lane or work zone restrictions. F. Open trenches across travel lanes are not permitted during nonworking hours unless, on the approval of the Township Engineer, such trenches are safely decked with steel plates of sufficient size and strength to support the traffic load, including truck traffic. The steel plates shall be pinned into the existing surrounding roadway or sealed with asphalt along both all sides. Particular attention is called to the fact that when steel plates are used for decking over trenches, the Contractor, for the purpose of identification, and in order to assist the Police Department when an emergency occurs, shall have painted on each of the plates the following information: CONTRACTOR'S NAME & EMERGENCY TELEPHONE NUMBER The overall height and width of each letter shall be 4 inches by 4 inches, and the painted letter shall be 3/4 inch in width. The above-mentioned information shall be placed in the center of the plate. The color of paint to be used shall be white, of good quality and durability relative to painting on steel. Should the lettering on the plates become obliterated during the Contract period, the Contractor will be required to repaint the letters. The lettering shall always be clear and legible. G. This modification of the Standard Contract Requirements does not relieve the Contractor of the responsibility of setting up barricades or protecting lights for safety purposes as required by the Standard Contract Requirements. H. When construction work has been completed, including repaving, all temporary safeguards shall be removed, clean-up shall be completed and the travel ways restored to their original condition. I. The Contractor shall provide maintenance and protection of traffic during construction in accordance with Section 901 of Publication 408, latest edition. J. The work zone traffic control shall be in accordance with the Pennsylvania Department of Transportation Publication 213, Temporary Traffic Control Guidelines. K. The Contractor shall submit shop drawings to the Engineer for review showing how he will maintain traffic safety when constructing the roadway and traffic light signals. The Contractor shall not do any construction until he has received permission to start construction. L. Police Officers provided by Radnor Township Police Department may be required to assist with traffic control. Requests for such assistance shall be made directly to the Chief of Police and shall be scheduled at his discretion depending on availability (if any) of Police Officers. Costs for the use of Police Officers shall be billed to the Contractor by Radnor Township at the normal rate specified by the Township.
