Site work, new construction and renovation of a mixed-use development in Nags Head, North Carolina. Design plans call for the renovation of a municipal facility; for site work for a sidewalk / parking lot; water / sewer project; and for the construction of a 27,850-square-foot municipal facility.
The Town of Nags Head (the "Town") is seeking qualified firms to provide full Architectural, Engineering and Construction (AEC) services for the design, permitting, and construction services for a proposed Public Works Facility redevelopment project. Interested firms must submit their Request for Qualifications by 2:00 pm on Friday, November 5, 2021. The proposed redevelopment project includes the multi-parcel redevelopment of the existing Town of Nags Head Public Works complex located on approximately 10.60 ac.+/- at 2200 Lark Ave., Nags Head North Carolina. The project is anticipated to include the construction of a water distribution building, combined fleet, sanitation and facilities maintenance building, administration building, covered equipment storage, covered vehicle parking, access & internal circulation improvements, uncovered parking, vehicle washout(s), associative sitework and utility infrastructure improvements. The facility improvements and parameters are based upon the illustrative Schematic Site Plan #2, Town of Nags Head Public Works Master Plan, prepared by DJG, Inc., dated September 16, 2021, (See Attachment #2). The following is a summary of the anticipated work program: Administration building : 1,800 sf building area (+/-) Administration parking area : 4,600 sf improved parking area (+/-) Improved Access, Recycling/Bulk Storage : 41,600 sf vehicular access and storage area (+/-) Fleet Maintenance, Facilities Maintenance :14,500 sf combined building area (+/-) and Sanitation building Combined facilities parking area :12,300 sf improved parking area (+/-) Fueling stations :2,500 sf fueling area (+/-) Car wash station :1,500 sf car washout area (+/-) Truck washout station :750 sf truck washout area (+/-) Vehicle storage area :15,500 sf covered/ uncovered vehicle storage area (+/-) Vehicle accommodation area :56,000 sf improved vehicle circulation area (+/-) Water Distribution building :4,800 sf building area (+/-) Water Distribution parking area :1,050 sf parking area (+/-) Equipment Storage building :2,000 sf covered storage area (+/-) Bulk Storage area :4,000 sf uncovered storage area (+/-) The individual(s)/firm(s) selected shall provide complete AEC related services through the completion of project construction. The scope of services shall include preliminary site/building layouts, permitting, cost estimation, final design, preparation of construction documents, (plans, specifications, bidding and contract documents, etc.), bidding administration and construction administration for the following: o Architectural o Civil Engineering o Structural Engineering o Mechanical Engineering (Plumbing/fire protection/HVAC) o Electrical Engineering o Furnishings, fixtures & equipment design and specifications o Landscape Architecture (as required) It is the intent of the Town to commence with preliminary design services once a Notice of Award has been issued to the successful proposer(s). The Town maintains the ability to complete the design as a single complete project or as a phased development spanning over multiple years and dependent on available project funds. Proposer(s) shall carefully examine this Request for Qualification (RFQ) and any addenda. Proposer(s) should seek clarification of any ambiguity, conflict, omission or other error in this Request for Qualification in writing. All questions, requests for interpretation, and comments shall be prepared in writing and submitted to David Ryan, PE (david.ryan@nagsheadnc.gov) via email by November 2, 2021. If the answer materially affects the Request for Qualification, the information will be incorporated into an addendum and distributed to Proposer(s). Discussions with other Town employees or officials during the solicitation and evaluation period are inappropriate. Therefore, Proposer(s) shall not contact any other Town employees or officials regarding this Request for Qualification during the period of solicitation and evaluation. Oral comments do not form a part of this Request for Qualification. Question and clarification responses will be sent to all parties having submitted questions. All responses will be binding. If a respondent has no questions, please state so via email so that responses will be forwarded. Oral and other interpretations will be without legal effect. The method of contractor selection has not been determined at this time.
