SUBMISSION INSTRUCTIONS Offerors shall submit their proposals no later than 5:00 PM Eastern Standard Time on Friday, February 25th, 2022: Electronic proposal must be submitted via email to Sharee Satterwhite at sharee_satterwhite@nps.gov. No facsimile or in person proposals shall be accepted. The last date for contractor to submit any technical questions is Friday, February 11, 2022, at close of business. Questions received after this date will not be addressed through any Amendment. ALL technical questions must be submitted in writing. D. PROPOSAL FORMAT: The offer must submit four (4) separate volumes: Volume I - Price, Volume II - Technical Proposal III - Past Performance and Volume IV - RFP Documents. Required contents of each volume are detailed below. Electronic copies submission (no hard copy): Emails may include all four (4) volumes in one email, and/or multiple emails with each volume clearly marked as an attachment, so long as all four (4) are received prior to closing date and time (refer to FAR 52.215-1 for specific electronic requirements). Offerors who fail to submit one (1) or more of the required volumes, will be removed from consideration and further evaluation beyond the initial evaluation and review by the Contracting Officer. GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a PRE-SOLICITATION NOTICE only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 08/01/2021. The entire solicitation package, including all attachments, will be available electronically at www.beta.sam Paper copies of this solicitation will not be made available. PROJECT SCOPE: This project will provide all materials, labor, and equipment required to install WBeam Guardrail Steel Post system and SteelBacked Timber (SBT) system (replacement inkind) per contract plans at several locations along the George Washington Memorial Parkway (GWMP). Work includes removal (1) removal of asphalt concrete in the median, (2) removal of the existing guard rails, posts, and other components, (3) placing new guardrail system, (4) placing new asphalt in the median, and (5) restoring the site to its original condition. The existing guardrail alignment will remain the same. The existing post holes must be used for the new posts. The new materials include Corten steel (weathering steel) that matches the existing guardrail material. All materials will be new for Schedules B and C with no salvaged material. Existing posts may be salvaged as part of Schedule A or D the CO approval. Contractor is responsible to dispose all construction debris outside of the limits of GWMP in accordance with Federal, State, and Local regulations. In addition, Contractor is responsible for safe Maintenance of Traffic (MOT) during construction in compliance with MUTCD and the contract specifications on a law enforcement building maintained by National Capital Parks-East, in Washington, DC. PLACE OF PERFORMANCE: George Washington Memorial Parkway. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000 PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price construction contract to meet this requirement. SET-ASIDE: This acquisition will be a 100% Small Business Set-aside. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 236220 and the small business size standard is $39.50 BONDS: All offerors will be required to submit proof of their bonding capacity with their proposal. The successful offeror shall be required to provide performance and payment bonds for 100% of the contract award price. PERIOD OF PERFORMANCE: The contract performance period is expected to be 30 days from the start date on the Notice to Proceed. SOURCE SELECTION PROCESS: Proposals received in response to the solicitation will be evaluated in accordance with source selection procedures outlined in FAR Part 15 for Best Value Low Price Technically Acceptable. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
