Site work, paving and renovation of a mixed-use development in Warren, New Jersey. Completed plans call for the renovation of a road / highway; for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.
Any bid received after the designated closing time will be returned unopened. The Wastewater Treatment Plant Site affected by proposed work must maintain permit-complying treatment operations throughout construction. The Stage V Plant is located on the northeastern side of I-78 (Exit 33) and Liberty Corner Road adjacent to 184 Liberty Corner Road. The Work required under the Contract shall consist of, but is not limited to, site preparation, transportation, delivery, bypass pumping, removal of existing grinder at the influent pump station and installation of new climber screen with washer compactor, installation of new MCC enclosure at the influent pump station, removal and installation of oxidation ditch outlet control and installation of perimeter fencing, replacement of hand railings at O2 ditch rotor access walkways and outlet control structure, yard hydrant replacement, valve replacements at blower shed and post aeration basin, telescopic valve and plug valve replacements; sludge pit modifications, and site plug valve replacements at each final clarifier, new paved roadway to influent pump station, electrical work, start-up, testing, warrantees, guarantees, training and other work incidental to the full completion of the project. The influent pump station operations are to be maintained 24/7 throughout the construction of the project. The work required under the Contract shall be completed within two hundred (200) calendar days from the date of the Notice to Proceed. All bids must be submitted on the bid forms provided in the Bid Documents in the manner designated therein and required by the specifications. Bids must be enclosed in a sealed envelope bearing the name and address of the bidder and must be addressed to the Warren Township Sewerage Authority, 46 Mountain Boulevard, Warren, NJ 07059 and clearly marked with the Contract name and number. Bidders are directed to submit one (1) original and two (2) copies of bids. Bids will be accepted by courier service, hand delivery, or by mail, and the bidder accepts all risks associated with non-delivery or late delivery. Upon receipt, all bids shall be date and time recorded by the Authority or its representative, and such time stamp shall be controlling. No oral, facsimile or telephone bids or alterations will be considered. Bidders are solely responsible for the timely delivery of the bids and no bids shall be considered which are presented after the public call for receiving bids. The Authority will not assume responsibility for bids forwarded by mail or delivery services. Any bid received after the date and time specified will be returned, unopened, to the bidder. Bidder questions shall be submitted in writing to Sean Sauder at ssauder@psands.com by close of business October 22, 2021. Consolidated questions will be addressed by October 26, 2021. The Authority will evaluate bids and any award will be made to the lowest responsive and responsible bidder whose bid conforms to the Bid Documents. The Authority reserves the right to reject any and all bids and to waive any informalities therein and to accept any bid that will be in the best interest of the Authority, all in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The successful bidder will be required to submit bonds and proof of insurance before execution of the Contract. All bid and accompanying documents, as well as the insurance certificates, bonds and other contract documents, are subject to review by the Authority Attorney to ensure compliance with New Jersey laws and regulations. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.
