129th Street and Dickey Road Intersection Improvements DESCRIPTION OF WORK: The project shall consist of construction of the 129th Street and Dickey Road Intersection Improvements. This work will include filling, grading, drainage, concrete paving and sodding. COMPLETION OF WORK. The work shall be completed by August 1, 2022 The Proposal must be made on the forms provided in the Contract Documents. The Bidder (proposer) must supply all the information required by the bid proposal form. Written responses to relevant questions arising at the conference will be transmitted to all prospective Bidders of record in the form of an addendum. Oral statements may not be relied upon and will not be binding or legally effective. Oral statements may not be relied upon and will not be binding or legally effective. No bidder may withdraw his proposal within a period of 90 days following the date set for receiving bids. The City of East Chicago reserves the right to retain any and all bids for a period of not more than 90 days and said bids shall remain in full force and effective during said time. The City reserves the right to waive informalities, and to award the contract to any Bidder, all to the advantage of the City of East Chicago, or to reject all bids. CONSTRUCTION START AND COMPLETION: The work shall begin immediately upon Notice to Proceed during the spring of 2022 and shall be substantially completed within 120 calendar days of the Notice to Proceed and ready for final payment within 150 calendar days. BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier's check made payable to the City of East Chicago or an acceptable bid bond in an amount equal to 5 percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana. BONDS: The bidder to whom a contract for work is awarded will be required to furnish a Performance Bond and Payment Bond executed on the specified forms and acceptable to the City, in the amount of one hundred percent (100%) of the Contract Amount. INDIANA REQUIREMENTS: Standard Form 96 which includes non-collusion affidavit. Liquidated damages for delay will be as provided in the Bid Proposal. Work hours will be as provided in the Special Provisions. Partial payment will be made monthly based on an approved payment requisition. All Bidders must be properly licensed in the City of East Chicago at the time bids are received. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and each bidder must conform with the antidiscrimination provisions of IC 5-1 6-6. An Affirmative Action Statement must be submitted at time of bid. The Contractor and all subcontractors will be required to comply with required State regulations including E-Verify, and East Chicago City Ordinances 05-0019, the Equal Opportunity Ordinance Amendment, and 05-0020, the Local Hiring Ordinance. The City of East Chicago, Indiana, reserves the right to reject any and all proposals or parts there-of and to waive all responsibility for irregularities in bids. Bids may be held by the City of East Chicago, Indiana, for a period of not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and the investigation of the qualifications of bidders, prior to awarding of the Contract. The Board of Public Works, City of East Chicago further reserves the right to waive informalities, and to award the contract to any Bidder, to the advantage of the City of East Chicago, or to reject all bids. Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made. Fifty (50%) percent of the Contractor's work force in each initial craft will be comprised of residents of the City of East Chicago participating in the Indiana Plan, whenever possible.
