The University of Alaska (UA) is soliciting sealed proposals to establish a Term Consultant Pool of qualified firms to provide architectural, engineering, surveying, and engineering technical services as needed by the University of Alaska Anchorage (UAA), University of Alaska Fairbanks (UAF), and University of Alaska Southeast (UAS), as described herein. The successful Offeror(s) shall furnish required services in strict accordance with the specifications and provisions included in this RFP. End of question submission period: 10/29/2021 2:00pm The University will enter into term contracts with the selected Offerors for a period of three years (January 1, 2022 for Date of Award through December 31, 2024). These contracts will not be a guarantee of any work or minimum value. The contracts will be umbrella in nature and will not include a specific scope of work, but will state general terms, rates and methods of payment. No services shall be provided under this contract and the University shall not be liable for any payments until a specific "Project Authorization" is executed between the successful Offeror and the University. Each Project Authorization will be in the form of an amendment to the original contract and will state the scope of work, the schedule, and the maximum fee allowable for the project. Prior to the University executing the first Project Authorization under the Term Contract, the Consultant shall provide proof of the following insurance policies: Workers' Compensation and Employers Liability; Commercial General Liability; Comprehensive Automobile Liability; and Professional Liability (E&O) as specified in this RFP. This method of contracting will be used for projects for which the consulting or service fee, including reimbursable expenses, is equal to or less than $250,000. In instances where the fee may exceed this amount, the University reserves the right to issue a separate solicitation. The University intends to award Contracts for the same or similar services to multiple Offerors under this solicitation unless the University determines, after evaluation of offers, that only one Offeror is capable of providing the services at the level of quality required, or that there are no Offerors capable of providing such services, or that no Proposals were received for a particular service or discipline. Generally, the projects will be minor in size and technical in nature. They will often consist of the Consultants providing professional expertise for design, engineering, construction administration, or other consulting services as directed by the University for projects that may consist of remodeling, renovation, and repair and small capital improvements. The University will utilize Consultants from the Term Contract Pool in order to permit a rapid response to the needs which generate these small projects. UAA/UAF/UAS individually has the option to issue A/E project authorization(s) against contracts awarded by either of the other entities. Selected Consultants shall be required to execute a Contract similar in content to the sample contract enclosed within this RFP package. Basis of Award: Proposals will be evaluated by a selection committee at UAA/UAF/UAS for each discipline as indicated in Attachment 2. Contracts will be awarded to the highest ranked, responsive, responsible Offerors whose Proposals confirm in all essential aspects to the solicitation requirements. The number of selected Offerors for each discipline will vary at UAA/UAF/UAS and is at the unilateral determination of each University. The responsible Procurement Officers for UAA/UAF/UAS will review and approve or disapprove the recommendations of the selection committees. Selected Offerors will be notified in writing and asked to furnish a Schedule of Fees (Exhibit C). Fees shall be included for each position listed in the Proposal staffing chart. The Schedule of Fees will constitute the basis of fee proposals for each Project Authorization. The Schedule of Fees shall be inclusive of all direct and indirect costs for the specific position, including overhead and profit for the term of the Contract. Use common terminology when labeling each staff position in the Schedule of Fees. Upon identifying a project to be completed under this Term Contract, the University shall request a proposal from the Consultant in the relevant discipline. Review, negotiation and acceptance of the proposal is at the University's unilateral determination. If that process is not successful, the University reserves the right to enter into discussions with another Consultant in the same discipline. Consultants should not independently assemble design teams outside of the specific discipline, but should be prepared to work under a Project Authorization in the following ways: As a single Consultant on a project with only one specialized discipline involved. As a member of a team of Consultants selected by the University from the pool, in which case the principal discipline may be asked to serve as team coordinator. Upon approval of the University, the principal discipline Consultant serving as the team coordinator may assemble a team of Subconsultants not in the term consultant pool. The method of contractor selection has not been determined at this time. Start Date 12/09/2021
