South Orange County Wastewater Authority (SOCWA) requests to implement an onsite audio alert system (also known as PA System) at three of the Agency's Wastewater Treatment Plants: 1. JB Latham Treatment Plant (JBL) located at 34156 Del Obispo, Dana Point, California; 2. Regional Treatment Plant (RTP) located at 29201 La Paz Road, Laguna Niguel, California; 3. Coastal Treatment Plant (CTP) located at 28303 Alicia Parkway, Laguna Niguel, California. A user-friendly and reliable wireless system is desired, that can be easily accessed and utilized by all SOCWA Employees on a daily basis and in the event of an emergency for the safety of SOCWA staff members and site visitors. The Agency's existing PA System at the three wastewater treatment plants consists of hard-wired underground infrastructure that is not functioning properly, currently and is not intended to be utilized to install the proposed onsite audio paging equipment. The proposed system is to include onsite paging and messaging that is audible by onsite agency personnel and site visitors in all interior and exterior locations within each wastewater treatment plant. Interior areas include the Administrative Offices at each plant as well as within buildings located within the treatment plants, above ground, and below ground. The onsite audio system is to include visual indicators in high-noise interior areas. Additionally, the project is to take into consideration the possibility of implementing an onsite audio system that is compatible with SOCWA's existing Yealink IP phones using multicast codec G722 with full coverage through all areas of the Plant. If possible SOCWA would like to tie the existing phone system into the proposed system, which would allow the desktop phones to be utilized for employees to make announcements and for all individuals to be able to hear broadcasted announcements via desktop phones. Agency Operations and Maintenance staff currently utilize digital radios for onsite communications, which may be utilized for implementation of the proposed onsite interior and exterior audio alert system including paging and messaging capabilities to all areas of the Agency's wastewater treatment plants.
