Site work and paving for a road / highway in Suffolk, Virginia. Completed plans call for site work for a road / highway; and for paving for a road / highway.

the City is seeking a qualified firm to provide all plant, labor, superintendence, materials, tools, equipment, supplies, incidentals, and other ancillary items necessary, as identified in these Contract Documents, in order to complete the Streets of Good Repair (SGR) Projects, to the limits shown on the drawings and in accordance with all specification, terms, conditions, and drawings herein. This project is funded with Local, State, and Federal monies. Only VDOT prequalified contractors may bid on this project. All laws/regulations/procedures applicable to State purchasing will apply. There are six (6) locations included with this project. Work will consist of asphalt milling, asphalt pavement overlay, striping, rumble strips, mobilization, maintenance of traffic, and inlaid pavement markers. Projects are as follows Carolina Road from Cypress Chapel Road to the north to SR 630 for a distance of approximately 1 mile (1813) - two lane roadway Carolina Road from SR 630 to the north to Airport Road (SR 646) for a distance of approximately 1 mile (1814) - two lane roadway Kings Highway from Godwin Blvd to the east approximately 1 mile (1821) - two lane roadway Whaleyville Boulevard from Freeman Mill Road to the east approximately 1 mile (1860) - two lane roadway Whaleyville Boulevard from west of Collins Road to the east approximately 1.04 miles (1861) - two lane roadway Route 58 Bypass from Route 189 on-ramp to the east towards to Holy Neck Road for a distance of approximately 0.7 miles (1906) - two eastbound travel lanes plus shoulders. All work shall be completed in accordance with AASHTO's 2018 Green Book, the 2009 MUTCD (Revisions 1 & 2, dated May 2012) or latest revisions thereof, Virginia Department of Transportation (VDOT) Road and Bridge Specifications dated 2020, VDOT's Road and Bridge Standards dated 2016, Virginia Work Area Protection Manual Revision 2.1 dated November 1, 2020, and the City of Suffolk's Department of Public Utilities Public Facilities Manual. In compliance with this Invitation for Bid, and subject to all the conditions thereof, the bidder will, if this bid is accepted within ninety (90) calendar days from the date of the opening, agree to furnish any or all of the items and/or services upon which prices are quoted, at the price set opposite each item, to be delivered at the time and place specified herein. The bidder signature certifies that the bidder has read, understands, and agrees to all terms, conditions, and requirements of this bid, and is authorized to contract on behalf of firm named on the previous page. The contract resulting from this IFB will contain the following language: If said work is not fully completed within 365 calendar days as stated in the Notice to Proceed, the Contractor shall be liable and hereby agrees to pay to the Owner as liquidated damages, and not as a penalty, the amount in accordance with VDOT Road and Bridge Specifications Table I1, Section 108.06 per calendar day for each and every part of a day thereafter that said work remains incomplete. The City reserves the right, at its sole discretion, to deduct liquidated damages from any outstanding amount due the Contractor. Addendums, award information, etc. may be downloaded from the Citys Purchasing Division's Bid Board portal. All bids shall be accompanied by a Bid Bond, certified check, or other acceptable security. The amount of the bid security shall be equal to five percent (5%) of the total bid amount. If the Bid Bond is not submitted with the Bid, the Bid shall be considered non-responsive. If selected for award, failure to enter into a contract agreement with the City may result in the forfeiture of the bid bond. Bidders are to submit entire Section A as their bid. Failure to do so may result in rejection of your bid. Questions concerning this project must be in writing and addressed to the Contract Officer stated herein; and must be received no later than five (5) business days preceding the date that the bids are accepted.
