The Pinal County Board of Supervisors reserves the right to accept or reject any part of any or all proposals as may be determined in the best interest of the County. End of Q & A period-11/12/2021 @ 5PM Arizona Time INTRODUCTION: The Pinal County Open Space and Trails Department is beginning the development of Peralta Regional Park. This 498 acre park will include passive outdoor recreation activities such as picnicking, primitive camping, night sky viewing and multi-use, non-motorized trail opportunities open to hiking, mountain biking and equestrian use. The multi-use non-motorized trail component will consist of approximately 9.1 miles of natural surface trail opportunities showcasing the Superstition Mountains and the unique park environment. Pinal County is interested in contracting services for a "Project Manager" to facilitate the completion of the following tasks: SCOPE OF WORK: The Contractor shall adhere to the following minimum specifications, performance requirements and all terms and conditions within this contract. 1. Using the center line information provided by Pinal County, mark a sustainable trail corridor for new trail construction. The area in question includes a variety of terrain, with typical Sonoran Desert vegetation. For this project Peralta Regional Park Trails are following Exhibit B - Trails Key Plan. 1.1. Loop Trail (s) - Green 1.2. Connector Trail (s) - Blue 1.3. Backpacking Trail - Purple 2. Trail specifics are: 2.1. Trail bench (full bench)=Minimum 24", maximum 36". 2.2. Scattering and dispersal of excavated materials must be done so as to only minimally alter or impact the landscape. 2.3. Outslope=4%-5% 2.4. Vegetation Clearance, side=5 feet, overhead=10 feet. 2.5. Rock armoring at appropriate drainage crossings. 2.6. Grade reversals and other sustainable trail techniques are required, targeting one for every 50' to 150' of trail. 2.7. All trail structures are to be built with local on-site material. 2.8. There are no anticipated switchbacks needed for this project. 3. All proposals must include details of whether construction is by "hand" or "mechanized" or a combination of the two. Costs for each method must be itemized within the final proposal. 4. On-site review of proposed alignment with Pinal County staff and changes to alignment based on Pinal County staff feedback. 5. Construction of identified trail (use of volunteer labor for some or all of the trail construction is encouraged, but not a requirement) 6. Trail construction may precede park road and amenity development (TH's, parking areas etc), but final connections will need to be coordinated with Pinal County. 7.
