Facility types may include, but are not limited to, personnel housing facilities (Bachelor Enlisted Quarters (BEQ) and Bachelor Officers Quarters (BOQ)); office facilities; training facilities (operational, maintenance and classroom); and industrial maintenance facilities (Vehicle Maintenance Shops. Shore Intermediate Maintenance Activities, Aircraft Maintenance Hangars, Public Works Shops, Warehouses). The general type of services expected include, but not limited to; developing Design-Bid-Build packages, developing Design-Build Request for Proposal (RFP) packages, conducting Life Safety Code Studies, Interior space planning/design studies, Engineering site investigations, Preliminary Design, Facility planning including preparing Form DD1391 in Navy's Electronic Procurement Generator (EPG), development of requirements and project scope, preparation of engineering evaluations, preparation of unit guidance costs or parametric cost estimating, development of alternatives and economic analysis, analysis of proposed sites for foundations, utilities, access, constraints and identification of environmental, sustainable design and anti-terrorism/force protection issues, government collateral equipment lists, Sustainable Checklists, develop commissioning requirements, project preliminary hazard analysis, obtaining permits and regulatory approvals, reviewing contractor submittals, field consultation and inspection during construction, Title II Inspections, Electronic Operation and Maintenance Support Information (eOMSI), and Record Document preparation. Most projects will be new, repair, replacement, upgrade, maintenance, energy savings, and sustainability projects covering the full range of the field of engineering for a wide variety of new and existing facilities and systems, utilities and infrastructure. Projects may include multiple disciplines or single disciplines, including general building renovation work; development of Design-Bid-Build (DBB) packages; development of Design-Build (DB) request for proposal packages; conducting Life Safety Code Studies; interior space planning/design studies; engineering and design of site work; paving; landscaping; communications; fire protection; energy conservation systems; utilities; and faculty planning. Architect-Engineering and Engineering Services that may be required under this contract include facility and/or infrastructure field surveys and investigations resulting in the development of engineering analyses, studies, cost estimates, plans, specifications, Requests for proposal (RFPs) for design/build projects and Post-Construction Award design completion, shop drawing review, and other associated engineering services. 1) Fire protection water supply and distribution systems 2) Base-wide fire-reporting systems 3) Administrative facilities 4) Personnel support facilities - (lodging, berthing, recreational) 5) Child development centers 6) Medical facilities - (hospitals, medical/dental clinics) 7) Training facilities 8) Simulators 9) Industrial facilities 10) Maintenance facilities 11) Operational facilities 12) Warehouse facilities 13) Aircraft hangars 14) Bulk fuel facilities 15) Utility Systems - including steam; low pressure compressed air; fresh water; salt water; sanitary sewer; oily waste water collection 16) Electrical Systems - including high voltage to low voltage electrical 17) Control systems 18) Ordnance storage and handling facilities including electrical hazard classifications required to be designed to Naval Sea Systems Command Ordnance Pamphlet 5 (NAVSEA OP 5) Explosives Safety Management Policy requirements 19) Waterfront facilities and infrastructure - (piers; wharves; quay (key) walls; dry docks, bulkheads, coastal and shoreline protection, fender systems; berthing and mooring; dredging; coastal and shoreline protection; and waterfront related utilities) 20) Communications facilities - (telephone, television, fiber optics, cyber security, Supervisory Control and Data Acquisition (SCADA) control system, and Local Area Network (LAN)) 21) Laboratory spaces and facilities and Research, Development, Test, and Evaluation (RDT&E) spaces and facilities 22) Ranges 23) Roads and Pavements and associated infrastructure including parking areas 24) Railroads 25) Landscaping 26) Storm Water Systems The method of contractor selection has not been determined at this time.
