The NYS Office of Mental Health (OMH) and the Creedmoor Psychiatric Center are seeking vendors to dispose of existing roof top elements and furnish and install the replacements for the Creedmoor Psychiatric Center located at 79-25 Winchester Blvd, Queens Village, NY 11427.. The specific deliverables are included in Section 1 - Scope of Work of the attached IFB document. Questions are due from bidders per the instructions in the IFB by November 3, 2021 by 3:00 PM EST. Questions will be accumulated by OMH and responses sent to bidders and posted to this advertisement on November 10. Minority Owned Sub-Contracting Goal: 16% Women Owned Sub-Contracting Goal: 14% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Contract term: 12/01/2021-03/31/2022 Location: 79-25 Winchester Blvd., Queens Village, NY 11427 PROJECT DESCRIPTION: o Building 101 (Multi-Purpose) is located in front of Building 40 (Main Hospital) at the northwest corner and is connected via a permanent passageway. The building is served by a single heating, ventilation, and air conditioning (HVAC) roof top unit (RTU). The existing unit was installed in 2000, has been in operation for 21 years, and is now exhibiting signs that it is nearing the end of its useful life. With the unit now operating 6 years past its 15-year ASHREA life expectancy, it is anticipated that high-cost repairs will continue to be required to maintain proper operation. In addition, the existing 40 Ton unit utilizes refrigerant R-22. Per the United States Clean Air Act, production and import of virgin R-22 is now banned and only recycled, or reclaimed supplies are available. As R-22 continues to be phase out, the price of R-22 has steadily increased. The intent of this project is to remove and dispose of the existing 40 Ton HVAC roof top unit, and furnish, install, and start-up a turnkey, resized replacement. SCOPE OF WORK: o Perform recovery and proper disposal of R-22 refrigerant in existing packaged HVAC unit. o Remove and properly dispose of existing RTU Trane YCH480A4HE2A2JD1A0C000000000, Serial No. C99F09284M, Cooling Capacity 40 Tons, Heating Input: 800 MBH, Volts: 460, Phase: 3, Hertz: 60 o Furnish and install a replacement RTU meeting the following specifications: o Trane YHH180G4RVD**08C1A1060000000000000000000 or Approved Equal o Cooling Capacity: 15 Tons o Refrigerant: R-410A o Heating Output: 280.00 MBH o Electrical: 460 V, 3 Ph, 60 H o Programmable Thermostat with Lockable Clear Guard - Relocate 5' AFF o Enthalpy Control 0 - 100% Economizer, with dry bulb control o Furnish and install a return duct mounted power exhaust fan meeting the following specifications: o Thybar Trane Voyager II Horizontal 15-20 Ton High Efficiency or approved equal. o Modify existing ductwork connections in accordance with State and Local Code. o Modify existing natural gas line connections in accordance with State and Local Code. o Modify existing electrical connections in accordance with State and Local Code. o Furnish and install replacement over current protection device to match replacement RTU specifications. o Existing Electrical Disconnect Specifications: o I-T-E Circuit Breaker Enclosure: Siemens, Cat No. F6N12, Type 12 o Circuit Breaker: Siemens Sentron Series, Cat No. FXD63B125, Series B, Current Interrupting Ratings Maximum RMS Symmetrical 35,000 A at 480 V o Complete Manufacturer Authorized Start-Up. o Provide all necessary rigging for removal and installation.
