Assurances that surety companies executing bonds appear on the Treasury Department's list and are authorized to transact business in the State where the project is located. 8. System for Award Management (SAM) registration and a DUNS number is required for CDBG Bidders (Prime contractors) in order to be awarded projects by the CDBG program.
