No proposals will be received or considered after that time. Yamhill County is seeking proposals from qualified Engineering Firms for Consulting Engineering Services "Consultant") for investigation, design, and replacement of Deer Creek Park Bridge, herein after referred to as the "Project". Sealed proposals will be opened at the County Department of Public Works, Conference Room, 2060 NE Lafayette Avenue, McMinnville The Project location and approximate limits are shown on the map marked "Exhibit A," attached hereto and by this reference made a part hereof. Project scope includes preliminary and final design for the replacement of existing 1962 steel and timber bridge. Scope shall include Right of Way (ROW) verification, legal descriptions for any temporary construction easements, topographic survey, environmental permits, including DSL, ODWF, Army Corp, and SHPO, scour analysis, bidding support, and construction management/inspection services. This existing bridge has two spans with timber piles, salvaged steel girders, and timber deck. The current sufficiency rating is 29.7. The current load rating restricts the bridge to 17 tons for legal trucks and 15 tons for special haul trucks. The existing bridge is narrow, but given the low traffic levels, serves the needs of the traveling public quite well. Record drawings have not been located. Bridge Closure: With the limited houses beyond the bridge, a road closure will be an acceptable option for bridge construction. Pedestrian access across the creek to the park will need to be maintained. The County will be able to supply a 6'x 65' steel pedestrian bridge. Engineer's construction estimate: $400,000. The County will complete an evaluation process of all proposals meeting the criteria defined in this RFP. The County will not hold a pre-proposal meeting to discuss this RFP. The County reserves the right to reject any or all proposals received that are not in compliance with all prescribed procedures and requirements. Furthermore, County (i) may reject any and all proposals upon the finding that it is in the public interest to do so, (ii) may require modifications to the winning proposal, and (iii) reserves the right to waive any and all minor informalities to evaluate the proposals submitted.
