THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This notice is a market survey being conducted solely to determine whether there are adequate Small Business contractors for the following proposed procurement. The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, has identified a need for Construction Services for a Project at the Veterans Affairs Regional Office Building (VA Building) located at 5000 Wissahickon Avenue, in Philadelphia, PA. The project design provides for the replacement of existing standby generators, and associated switchgear, for the VA Regional Office Building. The existing facility houses the Philadelphia Information Technology Center (PITC) which incorporates a dt center that requires 24/7/365 operations. Completed design should incorporate information detailed in the drawings and specifications that will be sent out with the scope of work (SOW) for the potential project. The final design should be based on maximizing reliability, redundancy, and future expansion capacity. The Veterans Affairs Regional Office Building is a GSA owned facility. Built in 1995, it is four-stories and is approximately 440, 000 square-feet. The PITC data center is 25,000 square-feet. At the present time, standby power is provided by two (2) redundant 1.5MW temporary generators, which are each configured to carry the entire facility standby load in the event of a complete power loss. Within the distribution system of the building there are three (3) 825kVA uninterrupted power supply (UPS) units that provide instantaneous power to the building standby loads while the generators are starting up. The intent of the project is to provide permanent source of standby power when normal utility power is disrupted. The construction is based on the agreed upon, four (4) new 1750kW generators to be located on the northwest side of the building, near the loading dock. All new fuel storage tanks will be above ground units. A new 2-hour rated switchgear room will be built and located in what is now the existing basement telephone demark room and adjacent space. New walls will enclose a smaller telephone demark room including a new door existing into the switchgear room. The construction documents shall require the successful contractor to update the previously performed electrical studies, such as short circuit, arc flash, and coordination, to account for renovations to the electrical system because of this project. The existing generator building will be emptied of equipment and left as a shell as part of the overall design of this project. The design shall include removal and disposition of the existing generators in a manner, as directed by GSA. The underground fuel tank shall be removed. GSA has engaged an Architect Engineer (A/E) to design the project and a Construction Manager as agent (CMa) to assist the government in meeting its goals of scope, schedule, budget and quality during the design, procurement, construction, and closeout of the requirement. The project is at the 75% design stage and the design is scheduled to be completed on January 31, 2022. The contractor will be required to have the ability to successfully coordinate all the trade/subcontractor work and complete this project within the historic guidelines governing the work. The current estimate for the construction work (at the 75% design phase) is targeting $10.0M. The procurement delivery method for the project is Design, Bid, Build
