Construction of new curb and sidewalks and associated improvements The Council of Gettysburg Borough has authorized C.S. Davidson, Inc., to act on their behalf by opening bids. Contracts will be awarded at a regularly scheduled meeting of Gettysburg Borough. Clarification Deadline: 01/12/2022 5:00 PM A bid bond by acceptable surety or a certified check made payable to Gettysburg Borough in the amount of 5% of the maximum bid must be provided by each bidder with their bid. Each bidder must be prepared to submit evidence of his qualifications to perform the work. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 6.9% goal for female participation and a 2.2% goal for minority participation in their aggregate on-site construction workforce for contracts in excess of $10,000. Gettysburg Borough is utilizing federal funds for this project, and has adopted a Minority and Women Business Enterprise (MBE/WBE) Plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan as required by Title 24 CFR Part 135. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Moreover, the Contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the Contractor to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. The Borough of Gettysburg, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts also apply to this Project. Notice is hereby given to bidders that this project funded by the U.S. Department of Housing and Urban Development and is subject to the Davis-Bacon Act of March 3, 1931, as amended, and wages must be paid by contractors according to the U.S. Labor Department's Wage Decision included in the specifications; provisions of Section 3 of the Housing Act of 1968; the President's Executive Order 11246 or any other order which prohibits discrimination in employment. Bidders should refer to federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and the preservation of public and natural resources pursuant to PA Act No. 1972-247. The Contract Time for this project is seventy-five (75) calendar days. Gettysburg Borough reserves the right to accept any bid or reject any or all bids.
