This is a federally funded construction contract that is funded in whole or in part with Community Development Block Grant (CDBG) funds as administered by the U.S. Department of Housing and Urban Development (HUD). CDBG funds will be used for this project. The scope of work generally consists of reconstruction of existing roadways including removal of existing asphalt concrete pavement, removal of existing aggregate base and subgrade, construction of aggregate base, construction of asphalt concrete pavement base course, construction of asphalt rubber hot mix surface course paving, construction of a reinforced concrete box, construction of reinforced concrete headwalls and wingwalls, construction of a concrete barrier, construction of metal beam guard rail, unclassified excavation to include earthwork, grading, and import and placement of material along Peach Avenue between Hinton Street and Centennial Street and all appurtenant work related to a project of this type. Mobilization, Bonds, Insurance, field office, construction water, clean-up, relocations, demobilization, general requirements, all mise, work, etc. Traffic control and safety, control devices and detours for all phases of construction as needed, monitored & maintained throughout project daily Construction surveying & staking Furnish and install project signs Clearing & grubbing and tree removals The Work is to be done in accordance with the project's Plans and the Contract Documents and Specifications and as directed by the City Engineer. The specific Work to be done under each Bid Item is described in Chapter VII - Technical Provisions via narratives. Questions or clarifications concerning the scope of work shall be submitted prior to the deadline. PUBLIC WORKS CONTRACTOR AND SUBCONTRACTOR REGISTRATION: Pursuant to California Labor Code Division 2, Part 7, Chapter 1, Article 2, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, or engage in the performance of any contract for public work with the City of Hesperia, as defined in said chapter, unless currently registered with the California Department of Industrial Relations and qualified to perform public work pursuant to Labor Code. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by 7029.1 of the Business and Professions Code or by 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work at the time the contract is awarded. All Bidders and their subcontractors (that are listed on - List of Proposed Subcontractors or Sub-Tier Contractors) shall provide an extract from the Public Works Contractor Registration web site with their submitted bid providing evidence of active registration with the Labor Commissioner. The successful Bidder shall be required to post a Performance Bond in the amount of one hundred percent (100%) of the contract price and a Payment Bond (Labor and Materials Bond) equal to one hundred percent (100%) of the contract price. Sureties shall meet all of the State of California bonding requirements in accordance with the Code of Civil Procedure ( 995.120) and be admitted by the State of California. The Engineer's Estimate of Probable Costs is $1,100,000 and the time for completion of the work shall be two hundred forty (240) calendar days. Notice to Proceed: January 20,2022
