Purpose This document shall serve to provide interested parties with specific information as to the Procedures for Selection of a firm to provide Architectural and Engineering Services where the method of compensation is a not-to-exceed negotiated fee and reimbursables. Pursuant to Chapter 1013, Florida Statutes, the Florida Consultant’s Competitive Negotiation Act, Section 287.055 Florida Statutes, and Rule 6A-2.0010, Florida Administrative Code, the School District of Osceola County, Florida will consider the contracting of one Architectural firm to provide professional services as outlined in the Scope of Services. In determining whether a firm is qualified, the School District of Osceola County, Florida shall consider such factors as previous project experience, the ability to provide comparable services, specific project related experience and capability of in-house staff and subconsultants, past performance, project approach, and references. Question End Date 11/15/2021 12:00 PM PROJECT NAME AND LOCATION Transportation East Vacant Property 5702 Nova Road St. Cloud, FL 34771 PROJECT DESCRIPTION The design of the Transportation Facility will include a school bus and fleet maintenance building, and parking areas. The building must be equipped with a minimum of six (6) double-length bus/vehicle drive-through servicing bays for buses and fleet vehicles, with necessary servicing tools and repair equipment. Each bay shall be capable to support a portable bus/vehicle lift. The design should also include a lockable storage space for bus and vehicle parts, a workspace for radio repair, upholstery repair, painting and body work, a large space with exterior access for tire storage separated from the mechanical part storage, and a conditioned electronic part storage. The facility must also provide an aboveground fuel depot with the ability to fuel 200 school buses with diesel fuel and regular fuel for fleet vehicles; the fueling of vehicles will occur every day. Also included will be an exterior bus washing facility capable of washing the entire exterior of the buses as well as fleet vehicles (cars, trucks, and vans). The design of the building shall include office space for approximately 30 administrative and support staff, a computer training lab, a driver’s lounge that will accommodate at least 120 drivers and 40 attendants, and include space that will house 200 people for meetings and staff training. The building will also require a breakroom, restroom facilities and 250 lockers. Regular servicing of all school buses and fleet vehicles will include fueling and lubrication, tire changes and major/minor component repair and/or replacement repairs. The servicing may require technicians to work on the front and/or rear of the school buses when bay doors are open or closed. Servicing may also require service trucks and lubrication vehicles to be parked at the front and rear of a school bus. The service bays and outdoor parking spaces must allow for a wrecker to be able to access a parked school bus from the front or rear. The design of the school bus parking lots must allow for 200 bus parking spaces and 350 car parking spaces for school bus driver private vehicles, administrative vehicles, visitor parking and include handicap parking spaces per Building Code. The Transportation Building will be constructed on a site that may be up to 25 acres with on-site retention. Consideration must be provided for access to the facility off a major roadway, which will require signalization to be installed. Attachments 1. Draft Agreement for Architectural Services Construction Budget: $16,150,000.00 Projected Design Schedule Design: February 1, 2022 - February 1, 2023 Projected Construction Schedule Construction Start: February 8, 2023 Substantial Completion: February 11, 2024 Final Completion: May 13, 2024 ORIENTATION SITE VISIT The Orientation Site Visit will be scheduled with the firms that are Short Listed. The date of the site visit will be scheduled at the time the Short List is prepared for presentation to the School Board. SCOPE OF SERVICES The awarded firm will represent the School District as the Architect of Record. A general description of the scope of professional services required may include but not be limited to the following: 1. Represent the School District as the Architect of Record and provide construction administration services, as needed. 2. Schedule and facilitate design review meetings with Osceola County School District Staff. The Architect is responsible for facilitating the design meetings, distributing an agenda for each meeting and managing a sign-in sheet. 3. Provide complete Architectural/Engineering services and related services to include schematic, design development and construction documents. The Architect is required to coordinate the professional services required to support the completed design of the Project. 4. The Architect shall provide cost of construction estimates throughout the design process and shall also provide adjusted estimates, as may be required. If the Architect has determined the estimated cost of construction has changed during any phase of design, the Architect shall provide the adjusted estimate, in writing, to the Owner’s Project Representative and the Facilities Division’s Director of Design and Construction Services. 5. The School District will negotiate a preconstruction services agreement with the selected Construction Management firm, so the Architect and the Architect’s Consultants can work with the School District’s Facilities Division Staff on the development of 100% construction documents. The Architect and the Architect’s Consultants will be required to work with the assembled Project Team to ensure completion of a successful project. 6. Provide investigation, identification, analysis and recommendations associated with bidding, construction contract negotiations, value engineering and cost change evaluation. 7. Provide support with school site analysis, educational specification preparation, construction project budgeting, etc. 8. Review and comment on Educational Specifications, design submittals, and construction documents prepared by other consultants, as may be required. 9. Review, inspect, and report on specific areas of construction when requested. 10. Provide prompt response to Plan Review (PLNPR) comments, Requests for Information (RFI), Proposal Requests (PR) and the distribution of Architect’s Supplemental Instructions (ASI). The management of these processes, as well as other communications, will be within the School District’s Project Management Solution, e-Builder. 11. If requested, the Architect will provide drawings that allow for the management of Building Information Modeling for collision analysis. 12. Provide all Original Work Product to the Owner’s Project Representative upon final completion of the Project. Original Work Product shall include but not be limited to all computer generated electronic documents (CADD files and specifications) in compliance with District standards. CADD Record Documents shall match the final printed as-built files to include all markups, notes, and revisions. 13. Design Development. The Architect shall prepare Design Development Documents consisting of drawings and other documents to fix and describe the size and character of the Project as to architectural, site adaptation, structural, mechanical and electrical systems, materials, and such other elements as may be appropriate, and which shall indicate, among other things, the location of doors, windows, egress corridors, mechanical and electrical rooms. The Architect may also provide planning services, and shall review and modify project plans, programs and schedules to reflect Owner-desired changes for approval by the School Board. The Design Development Documents shall comply with all applicable laws, statutes, ordinances, codes, orders, rules and regulations, as well as the District’s design standards and the State Requirements for Educational Facilities. The Architect will facilitate, document and distribute meeting minutes in a timely manner. 14. Construction Documents. Based on the approved Design Development Documents and any further adjustments in the scope of quality of the Project or in the Project Construction Budget, the Architect shall develop, for approval by Owner, Construction Documents that refine the Design Development Documents to provide a complete set of Drawings, Plans and Specifications setting forth in detail the requirements for the construction of the Project. The Architect is solely responsible for the project design and must clearly identify the resulting effects of cost savings, which may have been suggested by the Architect, its subconsultants, separate consultants, or subcontractors, the Construction Contractor or the Owner. The Construction Documents shall comply with all applicable laws, statutes, ordinances, codes, orders, rules and regulations, as well as the District’s design standards and the State Requirements for Educational Facilities. 15. Permitting Services. The Architect and its subconsultants will prepare, file, and coordinate the approval of all permitting actions, document reviews and approvals with all city, county, state, and Federal bodies having jurisdiction and authority for the permitting, document reviews, and approvals. The Architect will document and proactively work to resolve permitting issues (if any) in a timely manner. 16. Bidding. The Architect shall assist the Owner’s Project Representative in the bidding phase of the Project and respond to questions concerning the Plans and Specifications. 17. Construction Administration. The Architect shall provide Construction Administration from the date of award of the construction agreement through the date of issuance to the Owner’s Project Representative of the final Application for Payment, and during any corrective Work, if authorized by the Owner’s Project Representative. The Architect will visit the project site on a regular basis and as appropriate to the stage of construction in effort to be familiar with the progress and quality of the completed Work and have the ability to determine if the Work is being performed in a manner indicat¬ing that the Work, when completed, will be in accordance with all of the requirements of the Contract Documents. The Architect shall also work with the Owner’s Project Representative to manage the Project Closeout process. 18. Contract Administration. The Architect shall provide Administration of the Contract as detailed in Exhibit G, attached to this Agreement, which duties shall include, without limitation, review of pay requests, Change Orders, and Requests for Information (“RFIs”) about the Construction Documents, issuance of Architect`s Supplemental Instructions (ASIs) in response to RFIs and as otherwise appropriate, and performance of all other duties and responsibilities set forth in Exhibit G. 19. OEF Form Submission. The Architect will accurately complete the Office of Educational Facilities (OEF) Forms listed below at the time designated by the Owner’s Project Representative. a. OEF 208 Letter of Transmittal b. OEF 208A Facility Space Chart/Net and Gross Square Footage 20. Meeting Minute Management. All meetings shall be documented in e-Builder using the Meeting Minutes Forms. The sign-in sheet, meeting minutes and any other documents distributed during the meetings must be attached to the appropriate Meeting Minutes Form, and then uploaded to e-Builder after each meeting. The Architect is responsible for facilitating the design meetings, distributing an agenda for each meeting and managing a sign-in sheet.
