For East Water Reclamation Facility Phosphorus Removal Upgrades The Strand Associates, Inc. project manager is Michael G. The Work includes construction of a new concrete anaerobic selector tank (complete with mixing equipment, internal recycle pump, and gates) to be attached to the existing oxidation ditch; new chemical removal facilities consisting of a prefabricated building to house chemical feed pumps and a chemical bulk storage tank; installation of a new sludge storage tank; and various site, piping, and electrical improvements at the East Water Reclamation Facility. The Work also includes modifications to an existing collection system diversion structure, including replacement of a gate and actuator, installation of a new gate and actuator, and electrical controls and instrumentation installation. Plan Holders are requested to provide an e-mail address if they wish to receive addenda and other information electronically. Plan Holders are requested to designate whether they are a prime contractor, subcontractor, or supplier if they want this information posted on the project Plan Holders List. The Bid must be accompanied by Bid security made payable to OWNER in an amount of (10%) of the Bidder's maximum Bid price. Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the Prevailing Wage Act) as ascertained by the City or by the Illinois Department of Labor for Will County, Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work. If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An Illinois laborer is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors. Any Contract or Contracts awarded under this Advertisement to Bid are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this Advertisement to Bid or any resulting contract. The Contract award will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This Contract award is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the Presidents Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. All Bids shall remain subject to acceptance for 85 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder. The City of Crest Hill reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous.
