A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: The City of Blue Springs is requesting a statement of qualifications for professional engineering consulting services for the above project. Said service includes preparation of conceptual plans, preliminary plan design, contract plan, right-of-way acquisition legal descriptions, preparing and submitting necessary permits, contract documents, bid process assistant for ADA compliant sidewalks, preparation of PS&E, and final documents. The City of Blue Springs utilizes MoDOT's PROWAG ADA checklist. Alternate funding sources may include CDBG, HUD, and MoDOT. The construction phase may include working with the contractor on behalf of the City of Blue Springs, preconstruction conference assistance, prepare change orders, construction materials inspections, review shop drawings submitted by the contractor, conduct construction tests and inspections, be present during critical construction operations, work with the City of Blue Springs to conduct periodic inspections, reporting and participate in final inspection. Proposals will be evaluated on a qualification-based selection process and must include information demonstrating proficiency and relevant experience in the following areas:

Construction Inspection
Survey
HUD specific records in their format Eight (8) copies of your response shall be submitted for distribution to the Director of Public Works. All responses received by this date will be evaluated by a professional services selection committee consisting of representatives of the City's Public Utilities, Planning and Engineering Departments. The committee's selection will be based on subjective evaluation of the information contained in the statement relative to the stated criteria listed above. A recommendation will be submitted to the City Council of Blue Springs to award a contract by resolution to the selected firm. The decision of the City Council is final. This Request for Qualifications does not commit the City of Blue Springs to award a contract, to pay any cost incurred in the preparation of a response to this request, or to procure or contract any services or supplies. The City of Blue Springs reserves the right to accept or reject any or all responses received as a result of this request, to negotiate with any qualified sources, or to cancel in part or in its entirety the Request for Qualifications if it is in the best interest of the City of Blue Springs. The submitting firm may be required to attend an interview, participate in negotiations, and to permit such price, technical or other revision of their proposal as may result from negotiations.
