The successful Respondent, at no cost or expense to the Airport Authority, will be responsible for developing a conceptual development plan ("CDP") for the Vacant Land Project during the one hundred twenty (120) days[1] following the execution of the Letter of Intent. The CDP is expected to include, at a minimum, the following: (1) Preliminary design plan(s) showing all major elements of the development options including major site improvements necessary to address limitations and aspects of the site described in Section 3 - Description of the Development Area; (2) Presentation drawings or renderings; (3) Studies and analyses necessary for approval of the project by Authorities Having Jurisdiction (AHJ) including but not limited to: (a) Traffic Impact Analysis (b) Approach to stormwater management of the development, and its preliminary design criteria; (c) Endangered species survey (d) Wetland survey (4) A brief written report exploring the potential development options for the Vacant Land Project, considering all the following: (a) The Project's viability in the current marketplace; (b) The availability and anticipated cost of capital for the Vacant Land Project; (c) Any and all federal rules, regulations, conditions and obligations related to airports and aviation; (d) Written approval of the County of Wayne Roads Division (as required); (e) Written approval of the City of Romulus Planning Commission (as required); and (f) Any other pertinent fact or major consideration deemed relevant by the Respondent and deemed material to the Lease and Development of Vacant Land Project. The 120 days may be extended for two periods of 30 days, thereby establishing the maximum term of up to 180 days. Responses are being solicited to identify and interview experienced real estate development firms that are interested in leasing and developing certain landside real estate (hereinafter the vacant land project) located on middlebelt road at the detroit metropolitan wayne county airport. The successful respondent will attain the exclusive right, for a limited period of time, to propose a development concept and transaction terms to the wayne county airport authority.
