As of April 19, 2022, a design-builder has been selected for the project. A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: The Kent County Purchasing Division is soliciting Request for Information ("RFI") from qualified Respondents to provide professional design and construction services for improvements and upgrade to an existing Kent County Sheriff Department indoor shooting range located in Grand Rapids, Michigan. The intent is to upgrade the current indoor range to incorporate a more diverse training facility to complete state-mandated firearms certifications and qualifications while still allowing for a multipurpose training facility in a climate/light-controlled facility. The funds are appropriated and project to commence in early 2022. Respondent shall provide professional services for the indoor shooting range project including, without limitation, a turn-key solution with the necessary design, drawings, calculations, specifications, and documents to bid and oversee all required construction services. The intent is to design and construct a rubber berm trap system that may include addition or modification to existing baffles and provide at least one robotic, armored, wheel target system with remote control or touch screen capabilities to work in conjunction with the trap system. The installation of a new air handling system capable of displacing sufficient air inside an indoor 25-yard tactical shooting range approximately 69'-6" wide x 90'- 5" long x 20' high, with 12 shooting lanes will be necessary. Kent County will select Respondents of this request for a subsequent Request for Proposal (RFP). Kent County does not guarantee opportunity will be provided for others that fail to respond to this request to be included and have opportunity to participate in the RFP process. Selected finalist will be allowed to submit a reasonable list of fact-finding questions followed by a mandatory, not-to-exceed one (1) day on-site visit (if deemed necessary by Kent County) or pre-proposal conference in advance of submitting a proposal. A mutually agreeable on-site inspection or conference call agenda is required prior to scheduling the meeting. Discussions between the Respondent and Kent County staff during the on-site inspection or pre-proposal conference do not override any written specification or correspondence specified in this request. Respondent promotion of their product or functionality during the site-visit is not allowed and may result in disqualification. Kent County reserves the right to publish all questions and responses to questions, or to respond directly to the inquirer without publishing, or to not respond to the inquiry at its sole discretion. A desired project scope is defined in Exhibit A. The Respondent selected to submit proposals and his/her consultants are responsible for examination of the project site and appurtenances to establish existing conditions necessary to incorporate into his/her proposal to successfully complete the project. The selected Respondent shall work closely with Sheriff Department staff in all aspects of the project using current industry best practices and standards. A video of the current facility is posted electronically The purpose of the conference is to provide equal opportunity to seek clarifications regarding this opportunity. Failure to attend pre-submission conference may result in rejection of non-attendee inquiries. Each Respondent will be given the opportunity to ask questions and is responsible for taking their own meeting notes. One person from the Respondent should be designated to ask questions when prompted by the meeting host for teleconference meetings. All additional attendees should remain muted. Attendees must fully review all solicitation documents and correspondence prior to the conference. Attendee shall be an employee or authorized reseller of the Respondent with requisite knowledge, skills, and abilities to participate. Meeting attendees assume all possible risk including technical issues associated with teleconferencing and deem the County and its service provider harmless and without fault regardless of the reason. Attendees may not screenshot or record any part of the meeting including the audio. Attendees requiring special services are asked to provide their requirements to the Kent County Purchasing Division at least forty-eight (48) hours in advance to allow for accommodations. The method of contractor selection has not been determined at this time.
