Renovation of a mixed-use development in Milwaukee, Wisconsin. Completed plans call for the renovation of a 27,060-square-foot, three-story above grade multi-residential development.

The Housing Authority will assist bidders/contractors in developing a plan to comply with EBE, Section 3, and WHEDA requirements. Where appropriate, the bidder must comply with Executive Order 11246, Federal Labor Standards, Equal Opportunity requirements, and related program requirements as detailed in the Contract Documents. This contract opportunity is a Section 3 Covered Contract, and Section 3 Business Concerns are encouraged to respond. The Westlawn Gardens neighborhood comprises a 75-acre parcel bounded by West Silver Spring Drive to the north, Lincoln Creek to the south, North 60th Street to the east, and North 68th Street to the west. At the center of the neighborhood, along North 64th Street, sits the combined Silver Spring Neighborhood Center and Browning Elementary School, both of which serve as anchors for the community. The redevelopment plan for the Westlawn neighborhood seeks to build on the existing street framework within the site, introducing new connections to the north and south, and breaking down the scale of blocks into a more pedestrian-scaled network in keeping with the typical fabric of Milwaukee. The current scheme for this redevelopment includes as many as 1,000 units for the overall site, 415 of which are situated east of 64th Street and585 West of 64th Street. These units will include a range of types, intended for a range of income levels and household types. The neighborhood will also include a network of open spaces and innovative stormwater strategies that will serve as an amenity to the neighborhood while also addressing the sustainable goals of the project Travaux/HACM seeks an established manufacturer of building panels for a collaboration to explore the production of multi-family buildings and townhomes at Westlawn Gardens Phase 2 This solicitation specifically addresses the following sub-phases: - Westlawn Renaissance V: Consisting of 1 multi-story building of 51,000 SF, with 44 apartments and approximately 1,500 SF of meeting space, known as Building 3.1 Westlawn Renaissance VII: Consisting of 1 multi-story building of 27,000 SF, with 18 apartments and 2 retail bays, known as Building 3.4 AND 79 townhome apartments contained within 31 buildings, known as Townhomes NOTE: Future development of 2 townhome style market-rate buildings is under consideration. These could be the first of several such market-rate buildings. Although these market-rate buildings are outside the scope of this solicitation, this solicitation and any contract issued thereto may be used as the basis for negotiating a separate future agreement for the market-rate buildings ("piggybacking").
