On-Call Professional Engineering Services in Connection with Construction Inspection and On-Call Engineering Services Necessary to Advance Various Monmouth County Improvement Projects for the Period of January 1, 2022 through December 31, 2022 The Consultant firm(s) shall provide the County of Monmouth on-call professional engineering services in connection with construction inspection and other on-call engineering services necessary to advance various Monmouth County Improvement Projects for the period of twelve (12) months from January 1, 2022 through December 31, 2022. Services shall be performed for specific tasks as requested by Monmouth County on an as-needed on-call basis. In the event that an assignment is made prior to the expiration date of the contract and work must extend past that date, the work shall be performed to complete the assignment as long as the contract ceiling is not exceeded. The on-call services in regard to construction inspection will include an on-site Resident Engineer, part-time inspectors to assist the Resident, and office support for Monmouth County projects which will be assigned on an on-call basis. These duties will include, but not be limited to: inspection; quality assurance; supervision of materials testing; preparation of construction reports, payments, and other project documentation. Office support will include shop drawing review and construction consultation in support of the projects to which the Resident and inspector are assigned. The professional engineering services, in regard to on-call design assignments, may include a wide variety of engineering design and analysis of bridge structures, roads, traffic related issues, traffic signals, drainage structures, and Monmouth County building facilities projects. The requirement to work on multiple projects with changing staffing requirements is imperative.Interested Consultants and/or subconsultants should have demonstrated extensive experience in a wide variety of engineering design and inspection services for bridge structures, roads, traffic related issues, traffic signals, drainage structures, and office and maintenance buildings/facilities projects. In addition, a demonstrated specialized expertise in the areas of environmental engineering; securing applicable permits and approvals; and the Federal (FHWA) inspection and program management process is essential. One (1) original, unbound, and four (4) copies of the qualifications package must be submitted to the Director, Division of Purchasing, County of Monmouth Inquiries regarding this project should be directed to Thomas M. Lombardi, P.E. of the Office of the Monmouth County Engineer at (732) 431-7760. The qualifications statement shall be no more than four (4) typed, single sided 8 1/2 " x 11" sheets in length. Anything in excess of this page limitation will not be read or considered. Resumes of proposed key personnel must be attached to the qualifications statement. Each resume shall be a maximum of two (2) single-sided 8 1/2 " x 11" sheets in length and should highlight education, professional credentials, and work performance on projects similar to that described below. The resume of the proposed project manager, as well as the resume(s) of proposed key technical staff must be included. Also included shall be a listing of work areas which the Consultant would subcontract out to other firms, the names of each subconsultant, and the resumes of the sub-consultant's(s') project manager(s). The method of contractor selection has not been determined at this time.
