Bids are invited upon the several items and quantities of work as follows: Replacement of deteriorated wastewater treatment facility components; more specifically: the replacement of the operating mechanisms interior to the two existing clarifiers, installation of a second screw conveyor pump at the plant's headworks as well as the installation of a mechanical, self-cleaning bar/filter screen and corresponding reinforced concrete channel. All quantities are estimated and subject to change. A cashier's check payable to the order of the City of Troup in the amount of five percent (5%) of bid, or, Bid Bond issued by a surety licensed to do business in Texas in the amount of five percent (5%) of the bid shall be submitted with each bid. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon wage rate, as contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The City reserves the right to reject any and all bids or to waive any informalities in the bidding. Bids may be held by the City of Troup for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing bids and investigating the bidder's qualifications prior to the contract award. In order to assure that all potential bidders receive any corrections or addendums to the specifications, an official Bidder's List will be maintained in the Engineer's office for the project. Any notices of changes in the specifications will be sent to those on the Bidder's List and the Engineer will not be held responsible for those not on the list. All contractors/subcontractors who's System for Award Management (SAM.gov) registration is not active or that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. This contract is subject to the Environmental Protection Agency (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPAapproved fair share goals toward procurement of Minority and Womenowned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors makeagood faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.
