Site work and paving for a mixed-use development in Farmington, New Mexico. Working plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
As of September 27, 2022, the project is still canceled with no further plans or a timeline for a rebid. The City of Farmington is seeking bids from qualified contractors for the construction of approximately 2.5 miles of trail along the Animas River and bank erosion remediation. The North Trail will connect to existing trail network at the Animas River Park and extend north east along the River and adjacent to it. The project area encompasses moderate-to-rugged terrain with side slopes of 15-70% with some nearby vertical surfaces, and some low-slope areas of less than 5%. The trail passes through mostly urban forest land and a considerable amount of invasive plant species. This scope includes a bank stabilization component and trail construction; work must be completed in that order per Army Corps of Engineer Nationwide Permit (ACOE NWP). The bank stabilization is located directly behind the Red Lobster restaurant (3451 E. Main St. FMTN, NM) and consists of repairing damaged boulder dikes serving as erosion control, remove and dispose of large log jam and debris, and grading/shaping bank slope. A temporary construction access road will have to be built and removed upon completion.The work to be performed is the complete construction of new, natural surface, non-motorized bike and pedestrian path. The total length of the project is approximately 13,066 feet, and includes the creation and grading of a 12-15 foot-wide trail along this entire length. The path surface will be finished with 4-inch-thick road base that would be topped with a 2-inch-thick layer of gray crusher fines. Redi-rock retaining walls will be used below the Ordinary High Water Mark (OHWM) of the Animas River to retain the trail and prevent bank erosion in the reach identified in the "Construction Plans for Animas River Trail North Extension". The trail extension will also include creating a pedestrian walkway under the Browning Parkway Bridge where approximately 180 feet of concrete pathway would be constructed. Concrete would be cast in place and a gabion retaining wall would be built at this location to prevent erosion during high flow events. Three prefabricated bridges would be installed over irrigation ditches and waterways in the project area. Total disturbance would be approximately 4.5 acres; 4.446 acres of permanent impacts to uplands, .02 acre of permanent impact to a forested wetland, and .034 acre of permanent impact to the Animas River. A check dam will be constructed for work below the OHWM and will result in 0.08 acre of temporary impact to the Animas River.The Contractor shall be responsible for all measurements that may be required for the execution of the work. The contractor will collaborate with the Project Manager or their designee on decisions and alterations prior to any construction. The contractor must abide by the best management practices that have been submitted under ACOE NWP when working within riverine and riparian areas. Finally, this project is within areas that can flood and is located along the Animas River. The contractor must develop a Storm Water Pollution Prevention Plan (SWPPP) prior to any construction of the trail. 1. All temporarily impacted areas located adjacent to waters of the U.S. shall be restored by the permittee to pre-construction conditions, including original contours, vegetation composition and density (excluding invasive species), and drainage patterns. 2. The temporary check dam to be constructed within the Animas River for work below the OHWM will be in place no longer than (4) weeks. If the dam is needed for a duration beyond this timeframe the City of Farmington will contact the U.S. Army Corps of Engineers (USACE).3. Work within the Animas River will be conducted in the winter months when Colorado Pikeminnow and Razorback Sucker are expected to be rare within the project area.4. Work within the upland areas will not occur between April 15 and September 1 of any year in order to avoid the migratory bird nesting season.Impact Considerations. Adjacent private property; site access by pedestrians during construction; over excavation of steep slopes; prevent future noxious weed infestations by avoiding areas of infestation when possible during activities.
