Site work and renovation of a civil project in Gray, Georgia. Completed plans call for the renovation of a road / highway.
The project consists of, but is not limited to, the following major elements: Offeror agrees to furnish all materials and equipment and to perform all labor necessary to construct the improvements to the water pollution control plant as shown on the Drawings. More specifically, the work shall include, but not be limited to, a new headworks structure with a mechanical and manual bar screen, a new splitter box, a new field-erected treatment plant, rehabilitation of the existing field-erected treatment plant, new multi-stage centrifugal blowers, new positive displacement blowers, a new effluent structure with tertiary disc filters, ultraviolet disinfection, a Montana flume, a post-aeration blower, a plant pump station, rehabilitation of sludge feed pumps, chemical feed equipment, a new control building, conversion of existing control building to electrical building and SCADA. The work also includes demolition, clearing and grubbing, earthwork, site work, yard piping, stormwater piping, gravel road, erosion and sediment control measures, grassing, construction staking, mobilization/demobilization, bonds, insurance, delivery of materials, taxes, and all other appurtenances necessary for completion of the Work as shown in the drawings and as specified. The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the work. Therefore, the Contractor submitting a bid must list the license number of the Contractor performing the utility contracting on the Proposal form and provide proof of a valid license. See Instruction to Offerors for additional requirements. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. All qualifying Contractors and Subcontractors performing work with the City of Gray must register and participate in the federal work authorization program commonly known as EVerify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Proposal to be considered, it is mandatory that the Offeror's Affidavit of Compliance with O.C.G.A. 13-10-91 be completed and submitted with the Proposal. Owner reserves the right to reject any or all Proposals, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Proposals and to reject the Proposal of any Offeror if Owner believes that it would not be in the best interest of the Project to make an award to that Offeror, whether because the Proposal is not responsive or the Offeror is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
