Construction of a container port terminal extending over 467 hectares with a maximum annual capacity of 1.15 million 20" containers on owner's property in Contrecoeur, located approximately 40 kilometers downstream from Montreal. The project will include the construction of a 675 meter quay with two berths to accommodate vessels from 39,000 to 75,400 deadweight tons. The project would also include the construction of a administrative building and a exploitation building, development of a seven-track rail yard, a container storage and handling area, an intermodal rail yard, support buildings, rail and road accesses, a truck control area and a viaduct on Route 132. The project is preliminary. Federal authorities have confirmed their financial participation in the project at a level of $150 million. This financial support will enable the owner (APM) to develop a model for carrying out the expansion project. According to this new model, the APM will take responsibility for part of the project's implementation and ends the issued call for tenders. The consortium Constructeurs Terminal de Contrecoeur Grand Projet, consisting of Pomerleau and Aecon, was selected to do the design of the in-water works for the expansion project. The owner expects to launch a request for proposals (RFP) to select a private partner to build the land-side components of the terminal by this summer. A schedule is expected to be released once the outcome of the RFP is known.
Design of the project, along with an estimated schedule and cost of the work, will take place this year. Note. The new approach recommended by the APM provides that the work on the future terminal will be carried out in hybrid mode:
- In-Water works will be entirely covered by the APM. The APM will act as project manager for this component, which includes the dredging, construction of dock infrastructure, quay walls, return walls and auxiliary works.
- Land works and operation will be carried out with a private partner. The APM will launch an invitational call for proposals in early 2024 to select a private partner who will handle the construction of the terminal.
