This Project consists of New Two-Story Building of permanent modular construction. Burbank Unified School District is a participating member of the California Uniform Public Construction Cost Accounting Act pursuant to Public Contract Code section 22030. The informal bid limit for this project is $60,000 to $200,000. Any questions may be directed to Sarah Silva at Lundgren Management (661) 257-1805. While the Bid and Contract Documents may be available through other Planrooms or sites, the District does not guarantee the authenticity or completeness of the Bid and Contract Documents obtained from such other Planrooms or sites. For each bid for which there are alternates, the lowest bid shall be determined on the amount of the base bid. This Contract is subject to prequalification pursuant to Public Contract Code section 20111.6. Prequalification application may be obtained. Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 ( 1720 et seq.) of the Labor Code. For all projects over TwentyFive Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 ( 1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work. The bid package number and description shall be stated on the outside of the envelope. Facsimile (FAX) and email copies of the bid will not be accepted. The District Purchasing Services is open 8:00 a.m. and 4:00 p.m. A time stamp is recommended for all bids being hand delivered. Bids must be accompanied by a bidder's bond, cashier's check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner. A Payment Bond for contracts over $25,000 and a Performance Bond for all contracts will be required prior to commencement of work. These bonds shall be in the amounts and form called for in the Contract Documents. Pre-Bid Inquiries. Bidders may submit pre-bid inquiries or clarification requests. Bidders are solely and exclusively responsible for submitting pre-bid inquiries or clarification requests no later than 11:00 AM, NINE (9) BUSINESS DAYS before the latest date for submittal of Bid Proposals. Pre-bid inquiries or clarification requests shall be submitted to: claudenice.mccalister@lundgren.net; cesar.jimenez@lundgren.net; sarah.silva@lundgren.net. Each bid shall be accompanied by the security referred to in the contract documents. No bidder may withdraw his bid for a period of sixty (90) days after the date set for the opening of bids. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals. A California State Contractor's License (B-General Building) is required to bid on and perform the work required. Documents Accompanying Bid Proposal. Bid Forms must be accompanied by: (i) Bid Security; (ii) Designation of Subcontractors; and (iii) Site Visit Certification; (iv) Non-Collusion Affidavit; and (v) Sufficient Funds Declaration; and (vi) Fingerprinting Notice and Acknowledgment; and (vii) Iran Contracting Act Certification; and (viii) Guarantee Form. All information or responses provided by a Bidder in the Bid Proposal and other documents accompanying the Bid Proposal shall be complete, accurate and true. Incomplete, inaccurate or untrue responses or information provided by a Bidder in the Bid Proposal or any document accompanying the Bid Proposal shall be grounds for the District to reject such Bidder's Bid Proposal as non-responsive. Substantial Completion of the Work shall be achieved according to the schedule included in the Project Manual and according to the terms of the General and Special Conditions. Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum, as set forth in the Contract Documents. The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions. The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the bidder shall have the license classification for each bid package as set forth on the first page of this Notice and shall maintain that license in good standing through completion of the Contract and all applicable warranty periods. For all projects over Twenty-Five Thousand Dollars ($25,000) bidder shall state the public works contractor registration number, on the Designation of Subcontractors form for all subcontractors performing more than one-half of one percent (0.5%) of the bidder's total bid. The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work. The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified. Pursuant to Burbank Unified School District's Covid-19 Vaccination Addendum to Burbank Unified Services Agreement Resolution, which was passed by the Board of Education on September 2, 2021, all Contractor employees, partners, subcontractors, and vendors who work or provide services at Burbank Unified are required to provide verification that they have been fully vaccinated against COVID-19 when entering an BUSD building or must have otherwise obtained an approved Covid-19 immunization exemption. Further, all Contractor employees, partners, subcontractors, and vendors coming onto an BUSD property must wear face coverings in indoor settings, except when eating or drinking, and must adhere to social distance requirements in accordance with CDCrecommendations. The Owner will retain 5% of the amount of any progress payments. The Owner reserves the right to waive any irregularity and to reject any or all bids.
