Please note, contractors dropping off bid packages must ring the doorbell and wait for a municipal employee to answer the door in order to drop off bid package at the municipal building. The work includes the furnishing of all labor, material, and equipment necessary or required to complete all work set forth in these Specifications. NO BIDS ARE TO BE PICKED UP AT THE ENGINEER'S OFFICE OR AT THE MUNICIPALITY OFFICES. NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE. The Township of Mount Laurel reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Mount Laurel, in accordance with applicable law. Bids must be made on the standard Proposal form prepared by Pennoni, in the manner designated therein and by the specifications, must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Mout Laurel in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Mount Laurel in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal, or Local permits governing the work. The signed Proposal forms and bid security must be delivered to the place on or before the hour named above. In-person attendance of the bid opening is prohibited due to restrictions on public gatherings under the State of Emergency. However, the bid opening shall be broadcast live via the following: The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned after awarding and signing of the contract and approval of the Contractor's Performance Bond. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq. (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). The Contractor is further notified that he/she must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure Statement listing stockholders with his/her bid. The Contractor is further notified that he/she must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he/she and any subcontractors must be registered in accordance with the act. The Contractor is also further notified that he/she must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act. CALENDAR DAYS TO COMPLETE Forty-Five (45) The bidder to whom award is made shall, within ten (10) days of his notice of award, execute the Contract Documents and furnish a Performance Bond in an amount equal to the full amount of the Contract. The Bond must be drawn by an acceptable surety company and be in the form of a combination Performance and two (2) year Maintenance Bond in the full amount of the contract. The two (2) year maintenance period shall begin on the date of the acceptance of the work by the OWNER.
