Site work, paving and new construction of a mixed-use development in Placentia, California. Conceptual plans call for the construction of a 30,000-square-foot clubhouse / community center; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Per the owner, as of March 13, 2025, this is not a funded project and the project is currently on hold. Closed solicitation has been included below for reference. --------------------------------------- The City of Placentia seeks competitive proposals from qualified architecture firms to provide fully permitted and approved engineered improvement plans, bid documents, and technical specifications for the construction of the new Placentia Senior/Community Center. The CityaEUR(TM)s existing senior center is currently housed in a 4,500 square foot 100-year-old building that does not provide for any amenities that allows the City to provide modern senior services. The new facility is proposed to be built at Tri-City Park located at 2301 N. Kraemer Boulevard, Placentia, as depicted in the attached preliminary site plan. The City envisions constructing a high-quality Class A building/facility that will be programmed as a senior center as well as a public community center with a full complement of amenities that will enhance senior and community recreation services provided to the community. The City has undertaken some preliminary space planning and prepared conceptual floor plans for the facility understanding that space utilization and floor plans may change during the final design of the facility. Conceptual floor plans have been attached to this proposal. The City envisions constructing a one-story building with an approximate 30,000 square foot footprint and on-site parking. The proposed facility will be modern and of a quality that will allow the City to rent it for special events such as fundraising galas and wedding receptions. The facility will also include classroom, multi-purpose, and fitness rooms designed for community programming along with a large ballroom for special events and a full catering kitchen. Additional floor space will be provided for restrooms, employee office space, conference rooms and potentially a library. The City envisions utilizing a combination of solar and battery storage systems for the buildingaEUR(TM)s energy needs paired with highly efficient mechanical systems. The Consultant shall seek out and apply for all applicable energy rebates the City may be entitled to receive for installing this type of equipment along with any other available rebates for sustainable building design such as SCEaEUR(TM)s Savings by Design Program. The professional services for this project require a full-service architecture firm with experience in designing senior and community centers and the ability to deliver a wide range of services including, but not limited to space planning, architectural design services and assemble a qualified subconsultant team to provide all associated civil, mechanical, electrical and structural engineering services, bidding and construction assistance (including but not limited to shop drawing review and responses to requests for information) and preparation of a complete Plans, Specifications, and Estimates (PS&E) package. If it becomes necessary to revise any part of this RFP written addenda will be issued. Any amendment to this RFP is valid only if in writing and issued by the City of Placentia Public Works Department. It is the proposer's sole responsibility to monitor this website for possible addenda to this RFP. Failure of proposer to retrieve addenda from this site shall not relieve the proposer of the requirements contained therein. Additionally, failure of proposer to return signed addenda, when required, may be cause for rejection of his/her proposal. The City reserves the right to waive any irregularity in any proposal or to reject any proposal that does not comply with this RFP.
